I am having a private disagreement about the "Rising Star".
So that other's understand, I am choosing to ask here.
"(must have joined within the last month and a half OR have less than 8000 OM)"
Are alt characters excluded from this ? Or can any 'account' under 8000 OM be nomimnated/voted for?
