I hate to ask this, but why would the Yaka Arrow require Telekinesis?
Edit: In the Moves page in the Rule Index it would be more similar to Raise Dead than telekinesis, he's verbally giving the arrow commands. (Did not think to add that in.) The weapon is controlled via whistle, not his mind, and it begins and ends on his person (making Ranged Materialize a dead prerequisite.)
If I absolutely have to have telekinesis, I'll drop 1 ATK to acquire Ranged Materialize (600) and Advanced Telekinesis (1000) then acquire the Yaka Arrow.
