Omni's ruling in my joining thread was that they can't be fire and water without spending the OM for the additional variant. So I got around it by making them look like fire and water. (They were both originally just "raw magic" until I upgraded the move)

So even if the charge time, projectile speed, damage, etc. are all the same. It'll cost you 600 OM to shoot both fire and water, if you want the fire to physically be fire and the water to physically be water regardless of if there are any other changes between the two elements or not.

Yes, they would. Unless you spend an additional 300 OM, one would have to be a recolour of the other.
