Character Source - Since your character is an original coming from (I assume) the marvel universe, I'd list your Character source as Original/ Marvel.
I cleaned up your move a little, feel free to change anything you think I got wrong (with the wording or mechanics of the move). See, since he's controlling it like a limb, it's 300 but, if you wanted the tendril to be able to transform into a different shape, then it'd cost more.
Tendril (Physical Strength, Ranged, Remote control) (300) - Noctaum, using his symbiote suit, is able to create a black, 3 inch thick, tendril that acts as an extension of his own body and has a reach of up to 15 feet. If, or when, Noctaum stops focusing on using the tendril, it retreats back into his suit. While using the tendril, Noctaum is only able to move at walking pace and using his tendril is only slightly more draining than if he were fighting normally, without the tendril.
Also, do you want your account name to be Mordecai Wayne or Noctaum?
