@Matt: Given that A-listers are highly limited for NPCs, you playing as someone that's effectively two (or more) non-original characters is not going to fly. I can guarantee that. Since, by effectively playing multiple people at once, you are stopping someone else from playing all of those characters. That is one of the main reasons for the character limit.
What you could do, which will need someone else to be playing the characters you want, and telepathy (+ insight if you want to copy moves) and OOC permission is as follows:
Make someone that 'absorbs' aspects or parts of the personalities. And then use insight and buy their moves. As in, if your character absorbs and replicated the people around him, you might be able to pull something like that off.
As for making NPC primes/secondaries for him to replicate, you might be able to - but remember the usual rules about characters from outside your canon.
But, remember, you can't just magic someone up and keep shoving more non-original characters into them.
