Power-Ups can be used via multiple Alternate Forms. Cheaper than buying a new Powered-Up Form for every Alternate Form.
It all depends on your character. No Alternate Form? Powered Up Forms work well. 2 or 3 Alternate Forms? Power-Ups are more cost effective.
That's all from a mechanical point of view, of course.
