That sounds awful gamey to me. While it's technically not covered in the written portion of the Power, I wouldn't be surprised if a Judge or Storyteller were to penalize a player for attempting to get around an Injury by utilizing a loophole.

Edit: basically this is an instance of RAW vs RAI. It's obviously not intended for Shapeshifting to offer that kind of utility, even if it isn't specified.
