Few things to mention.
1. It's not required of you to write down explanations of why you have certain proficiencies and powers. Not a huge problem, still gets the job done, and shows how into this you are.
2. Regeneration is a power, not a proficiency. Makes sure this is listed right considering powers have different rules from Profs.
3. You cannot purchase power-ups until level 2.

Please explain the duration of the move. How long does it take to wear off? How long does it take Dio to prepare it?
This will need serious caveats to clear. Dio needs to lose something in exchange to balance this move. Does it exhaust him to do this? For reference, look at the loops my second character had to leap through just get clear a move that slows an opponent moderately for one round. So, think a bit more on this.
Also, does the last line suggest that you have a choice between freezing them or slowing them?
