As far as size goes, for fireball, "small" and "medium" need to be rough, actual sizes. Use feet or metres. Small and medium could mean basically anything.
It's kinda hard to determine Lemmy's fireball size but I got something.
Shell Spin (300) (requires Physical Strength/Ranged Proficiency): An instantaneously melee-based attack which Lemmy retreats into his tough and spiky, but small Koopa shell. While inside, he has direct control of wherever direction he goes. During this, the shell acts like a shield and the real threat is his speed combined with strength that would be essentially be enough to possibly knockback weaker targets. Due to his small size, knockback and slamming into walls/bigger objects will cause him to ricochet off if not completely stop him.
Fireball (300) (requires Ranged Proficiency): A precise aim projectile attack which is slower than the first attack as it takes a window to three to five seconds to deliver on a six inches wide fireball on a target. Whenever distracted or unable to keep up, the Koopa won't be able to concentrate, easy for him to lose his flame or otherwise. This uses up a considerable amount of energy from Lemmy and over time, he will get tired out slowly especially if he spams it constantly and a brief ten second cooldown will be required before he can breathe fire again.
