Ignore the Homing aspect (accuracy bypass) and treat it as a normal attack that can miss. How would the user's Attack Stat alter this effect? Multiplier to the base damage taken, maybe?
Bide unleashes the damage taken as damage back at your attacker on your next round. Hence the phrase "Bide your time." It would be purely a PvP move if you wanted actual numbers to work for you. Otherwise you'd have to use cut scene like moments in personal role-plays. I could see this letting you directly damage one target based on damage taken on your previous round. This would most likely be restricted to a Super Move.

It relies on taking damage and releasing as much as was taken in place of a Charge Up or Exhaustion downside. Damage taken to use a move seems like a powerful downside compared to simple exhaustion.
Defense mitigates damage, yes. It also displays how much of a beating you can take. How many times you're able to get back up.
