Yes, they are allowed. The strength of the deflect would be dependent on your stats. Stipulations would be things like your character wouldn't be able to sustain doing it indefinitely, etc. If you were looking to stop Super Moves however, you'd need to make a Super Defense to do it, as a regular move would not cut it.
