Oh! So it's the energy cost that's the problem with SS, not that I don't have Flight?
Hmm... okay, how about this: what if I just combine the two moves into one? It's effect could be something like:

"Hijiri can increase or decrease the effects gravity of gravity on himself and anything he is touching (e.g. his clothes & weapons), this move can affect any part(s) of his body individually, or the entire thing. The strength of the effect depends on the length of time he charges up the move before activating it. One second of charging is worth 50% of the affected area's weight, so after 2 seconds he could either weigh double his starting weight or could be almost weightless.
His minimum weight is restricted to 1g, however, so he cannot actually fly. Any charging which would take him beyond this limit is just wasted energy.
His maximum weight has no limit, technically, but making himself too heavy could result in incapacitation, broken bones or even instant death.
The advantage of being very light is that he can stand on fragile objects and move around with little effort. The disadvantage is that he can be knocked around easily; even just a simple gust of wind could send him flying into a wall without his opponent even having to lift a finger.
The advantage of being very heavy is that his attacks are significantly more powerful. The disadvantage is that he requires much more energy in order to move around and will also be slower and have a harder aiming properly.
This move quickly drains his stamina whilst charging, and also continues to tire him (albeit more slowly) whilst active. He can move as normal whilst charging, and can begin an attack (e.g. swinging his katana), however if he actually hits his opponent (or is hit by his opponent) the charge is interrupted. The effect does not apply until after the charge is actually activated, so if he is interrupted whilst charging then he gains/loses no weight; any energy spent on that charge is wasted.
The effect can be cancelled at any time, however the cancellation has a delay of 1 second, so he can't always rely on that to get him out of harm's way."

Hopefully that's more balanced than what I originally had. I tried to make it clear what the disadvantages were of being too light/heavy.
The cancellation delay was added because I felt that otherwise it might be too easy to avoid the negatives of the move. For example, if he was knocked towards a cliff edge by a punch, he could have just cancelled it and not fallen over if the delay wasn't there. I only made it 1 second, though, because I don't want the move to be a complete liability.
Also, I don't mind if I do have to buy Flight for this. The thing about not actually being able to fly is there because I don't want him to actually fly, but I understand if I need that Power for the move to work this way (getting blown around by wind is kind of like flying, after all).

I think this move would probably cost 900 OM? Since it has two variables 'heavier-or-lighter' and 'charging time'.
