VWS - At least 4 - 5 seconds. You could have it so that you get heavier over time, so it'd be like, after 2 seconds you'd be at 50kg, 3sec would be 75 and 4 - 5 would be 100. Again, those numbers aren't accurate, but yeah, that's how you could make it.
As for dismissing the effect instantly, I mean sure, if you want. But that would only speed up your attacks, and increasing the weight will slow you down the heavier you get, even if it's only a little.
SS - Look, I am trying to keep it balanced, your initial version let you super jump off of anything and pretty much infinitely with no mention of any kind of stamina drain. Not to mention a falling object like a leaf or a stick wouldn't have enough surface area to let you jump effectively (especially if in motion). You don't need flight, but there does need to be some kind of appropriate downside to a move like this, otherwise it's just a no go. (The water walking is fine though).
