The move takes as long as it takes to say a sentence, and is easy to do, but the move isn't all that effective. It requires multiple uses to garner any noticeable effect. It doesn't require her complete concentration, but the most she could do is defend herself, and even then she is easier to hit. Understandable. Kat can't control the effectiveness of the move-- she just says something and hopes it works- sometimes she ends up saying something really poignant, and sometimes she just wastes her breath. With equal TEC, it would take about 8 successful uses to start having a noticeable effect (unless the opposing player decides or story reasons dictate that it's particularly effective). At half the TEC, it takes 4, and at double TEC it takes 16.

By duration I mean how long does the effect last before it wears off? And I think you'll need to add in some other kind of downside or cost, since right now it seems like the only cost is that when she's saying something she's a little distracted. If you wanted to you could have a stamina cost that sorta builds the more times she casts it or something, in the same way that the debuff builds up after each use. The effectiveness bit sounds fine as long as it's more or less just how you're explaining the effect building up, which is, I'm assuming, what you're going for here. Also the bit you have about TEC sounds fine to me as well.

Be sure to edit these bits into the move description as well as we go along here, so that we can assess the whole move and make sure that everything is covered.
