To give a quick description of the two moves (And yes, they are separate moves), the first move would have the target be de-aged or aged to a specified age. This can be either good or bad for the target: If the target has . However, if the target has an acquired ability that they had after that age, such as Samus and her implanted Chozo DNA, these abilities will be lost even after they're re-aged to their original age until they Respawn. This does not affect personality or memories at all
As for the second move, it has the target actually regress to a previous state of evolution. This, of course, can have various effects depending on the character's race, which will need to be discussed with me to find out what the regression does.
As for drawbacks, there are three major drawbacks that restrict the moves: First, that were inorganic in the first place, such as Proto Man, or item products, such as leather armor or meats, aren't affected at all. Secondly, the effects of these Super Moves or abilities lost are reversed/regained once the affected target respawns in the Nexus. Finally, the moves require physical contact for the moves to affect others, so if the target's covered in armor or just out of range, the move can't even touch him.
EDIT: In TB Girl's case, the move would only cause for her to either become a baby or just not be affecting at all.
