Time constraints in supermoves don't matter. Nor do drawbacks typically. They just play out like an unstoppable cutscene (although can still be blocked by super defenses).
Although, logically, due to them having to be able to be blocked, you would probably actually have to have some small wait and timeframe where someone could logically block it, I think.
But that time is irrelevant and doesn't need to really be specified. The motion of pointing at someone and instantly debuffing them after that is likely enough.
And anyway, making a move where an opponent is instantly damaged or debuffs with you not doing anything is kinda boring. Don't you want your super move "cutscenes" to be cool?
