Quest stipulations: Track down and defeat the killer in Tier 5. Either turn the killer into the police for the reward 'Increased Renown among Coruscant Citizens' OR kill him to get the reward 'Increased Fear among the Coruscant Underworld'

Quest complete! Because you have chosen the reward "300 OM and Increased renown with Coruscant Citizens", we are considering the removal of your Empire bounty. Although, while you HAVE completed the quest, you appear to be under some kind of weird impression about the law enforcement of Coruscant, shown below:

This is all untrue. The police force in Coruscant is a united front, all officers or Stormtroopers follow the same regulations and enforce the same laws. I assume most receive the same compensation for their service, as well, outside of differences of rank. The only difference between law enforcement on the lower vs. the upper Tiers is that it is less prevalent on the lower Tiers. Also, it's a police state. The Imperial police of one Tier should be able to pursue a wanted criminal onto other Tiers.
You don't have to change this, we can just assume that All Might is being delusional or call it a slip in judgement, but I just want to make this clear to you.
