Character history: Clownpiece is a hell fairy who served under Hecate for a long while, causing mayhem as fairies are wont to do. She had no greater ambitions until one day Hecate and a tentative ally, Junko, enlisted her help for an assault on the Lunar Capital. With Junko’s power, her, and many other fairies, were purified into beings of pure lifeforce, or if you ask the Lunarians, who were pure of both life and death, pure impurity. Inspiring madness in her comrades, Clownpiece led the charge against the lunar society, with a horde of fairies who were all but invulnerable to the Lunarians, who couldn’t even risk being near the fairies, lest they were forcefully pulled back into the cycle of life and death.
This, of course, meant nothing to certain meddling earthlings, who were already part of the circle of life, and were also very peeved that the Lunarians were being driven to earth. In the end, the fairy army was repelled, and Junko’s plan was foiled. As a reward for doing her best, Hecate sent Clownpiece to earth, a much more peaceful and friendly place to live than hell. It was here, after a brief but fun stint on earth, that Clownpiece was grabbed by Omni.

Starting Moves (2,100):
Lampad’s Torch (Physical, Ranged, Buff, Debuff, Area Attack) (900): A mysterious torch that helps Clownpiece drive people to madness. It’s made of wood, and is about 2.5 feet long. Rather than a burning flame, the end of the torch glows with an ethereal purple light. If worst comes to worst, she can smack someone with it, but the light doesn’t burn, and the torch is only a wooden rod, making that a fairly ineffective maneuver.
Rather, the torch’s main purpose is to mess with the sanity of those who look at the glow. After charging up for 5 seconds, during which she can not move, attack, or otherwise use moves, Clownpiece waves the torch in front of her, a single sweep during which the purple light glows brighter. Enemies within 20 meters who look directly at the purple glow during this sweep are stricken by sudden irritability, and for the next 10 seconds, they may find themselves acting slightly more aggressive and impulsive than normal. 
Alternatively, Clownpiece can direct that glow towards allies instead. Rather than inspiring irritability, allies afflicted by the madness-inducing glow are more ferocious for 10 seconds, making them less likely to hesitate, or fear. Both applications of lunacy drain Clownpiece moderately, she can use them several times in a fight, but she has to be wary about overexerting herself. Once the madness had been inflicted, she can continue to on with whatever she had been doing before, as it doesn't need to be maintained.
 
Hellfire (Ranged, Area Attack) (600): Clownpiece fires out a simple blast of hellfire from whatever hand is free, which reaches up to about 3.5 meters away from her and measures about 1 meter wide. She can begin firing after about a second of charging, and is capable of holding it for up to five seconds, during which she can sweep it around, and even move with it, much like a flamethrower. It does take a second for the fire to reach max range however, so if she's trying to hit a moving target, she does need to lead. Due to the low charge and energy requirement of it, the blast it quite weak at first, certainly much weaker than you'd expect an attack called "hellfire" to be. Alternatively, she can charge it first, for up to five seconds, and unleash it in a much larger and stronger fiery blast, turning the stream into a large cone, immolating an area up to 10 meters away from her and 5 meters in diameter at the widest. This version she can't sweep around, keeps her rooted in place, and she can't maintain it for nearly as long, only half as long as the base form. In exchange for all of this, it actually holds a heat worthy of being called "hellfire," as it burns through all but the largest obstacles in her path, reaching max range in about a second. No matter what level of blast she's using however, it requires her utmost concentration to use, preventing it from being used in tandem with other moves.

T1 Super Utility: It’s Lunatic Time! (Ranged, Buff) (600): Clownpiece sweeps her torch in front of her, glowing with a bright purple light that inspires madness in her allies. Grants 4 Attack, spread through up to 4 allies. Though in order for them to be affected by the torch, they must be within 20 meters of her, and also must look directly at the glow.

Lampad's Torch: Can the buffs be used while moving, and do they require concentration or can she block and attack and such? Does she need to maintain concentration or is it fire-and-forget? Can she use other moves while charging or while the buff/debuff is in effect?

Hellfire: How damaging is the base form? How fast does the fire move or how long would it take to reach its maximum range? For the base form is she limited to spinning in place or can she walk/run around? How much concentration do these take? Can the second form be held indefinitely or does it have a duration? Can this be used with other moves?

It's Lunatic Time!: I'm fairly sure you'll have to choose between a single target buff that maxes at 2 or a buff that affects a group of 2 or more people with a max of 3 points to spend, but I'll check with Omni.

Lampad's Torch: Can not be used while moving, requires her total concentration, and it is fire and forget. Moves can't be used during the charge, but can be used during the madness. Changes made in bold.

Hellfire: Very weak, takes about a second to travel in both cases, can walk around for the base form, absolute concentration, second form only lasts half as long, can not be used with other moves. Changes made in bold.

It's Lunatic Time!: I have made a single-person buff that boosted by 3 before, "The Beautiful You"
Though I assume I'll still need to choose between single target or multiple people. So changed it to it can affect a single person.

This actually got changed a while back, so I'll update your other move to be a +2 as well. I think the previous rules had it so that the Super Buffs lasted only a single post, though, so it's actually a buff. Lasts a whole round, unless you want it to be for just a single post.

Gimme a bit, I'm going to get some in-stone rulings written on Super Buffs and Debuffs. IT IS TIME.

I still assume that it can either be to one person, or two, not possibly both though.

Okay, rules are updated (see the example 'Bloodlust' under Super Moves in the moves rules) So yeah, +2 for a round, or +4 for a single post. Your choice. The example should answer your question about multi-targeting as well, too (ie it's fine to have it be variable).
