You could probably find somewhere that's just a place rich folks send the folks in their family with mental health issues to hide them away, but I imagine most legitimate mental health institutiions in Coruscant are actually pretty good. They're from the future, after all, they're not ignorant, and there's no profit in torturing people. Play that as you want - there are of course always abusive practitioners and chairmen who might use their influence to get worse treatment for individuals.

That said, the lower you go in the Tiers, the less "advanced" you'll likely find most anything. 6th to 7th tier would probably be where you'll go for old-timey mental hospital things.

Another thing I've noticed is that some people ask for the NPC and then the next post will say "Done with that NPC" which implies they just used it without waiting for the go-ahead? What's up with that?

I would assume no, since I believe each person is paired with just one. But I don't know DigiLore that well. Same for the eggs.

Is it allowed for a character to copy another character's appearance for a long term, through an Alt Form (or Shapeshifting) if that other character is present in the Omniverse, even if they are not of the same canon? (e.g. if I as Amaterasu purchased an Alt form that makes me look like Cell)

And is it possible for a character to permanently change their base appearance radically? (e.g. if Amaterasu turned from a human to a wolf)

Based on the lore from the first three seasons (which is what I prefer), each person can only have one true digimon partner that is tied to their energy and mind.

Hatching a digitama (egg) is pretty simple; just take care of it and wait.
