Faction Treasury

I don't know how you have the OM System setup or what it's control panel looks like, but this idea can be accomplished with a simple equation regardless. 

I had an interesting thought about player established factions. What if each Faction had a treasury account that was given a percentage of OM earned by each member actively posting. I haven't crafted what actual percent would be deposited compared to item price. It wouldn't detract from a player's OM it would simply be a separate transaction that added funds to the Faction treasury for funding things like Base Improvements or Items for encounters. It would not be usable on anything character related. There would be a specific requirement before you could use the treasury feature in a Faction. Perhaps a length of time after the Faction is formed or require the Player Faction to achieve some form of recognition. You could even gate it behind a base upgrade the leader has to buy called "Faction Treasury Account."

essentially factions having OM taxes?

I am not opposed to the concept, it would help some of the more obscure consumable items (looking at you mega mushroom) get more of a spotlight. Though I would guess that the actual implementation would make it pretty difficult to get approved.

Implementation would certainly be hard. As well as figuring out what to do with Factions who've already paid for base and enhancements out of pocket. That would either require looking back over YEARS of posts to calculate what they would have gotten into the Treasury and comparing it to the costs of the things they've purchased, or telling them they're out of luck and dealing with the fairness of new Factions getting Bases, Enhancements, and items which others have previously had to pay for out of their own funds.

It'd probably be best to leave the system as it is and allow Factions to deal with group beneficial purchases in the manner they see fit.

You could request/look at what Factions have bases and what upgrades they have. If people have been updating rosters like they should it'll be easy to find out whose bought what. You could give each faction that's bought stuff already a nominal starting balance based on what they've given. It would be a judgement call, but it isn't out the question.
