DEF: 1 - Papyrus is quite physically weak. This can be attributed to his Monster biology.
SPD: 3 - Papyrus can act fairly quickly, though he's still not on par with most speed-focused individuals in the Omniverse.
TEC: 3 - Despite what one might assume, Papyrus is fairly skilled in combat.

Papyrus can summon femur bones from the ground while stationary, around 3 inches tall, and they're summoned up to a foot away from him instantaneously, though the move can be charged for 5 seconds to make the bones up to one foot tall, making them harder to avoid. In both forms, he can have up to 5 out at one time, each summoned individually, and the bones move forward about as fast as an arrow fired from a bow, sliding along the ground, up to a maximum range of 20 feet, at which point they fade away. These attacks are at moderate strength and drain a moderate amount of energy.
These attacks require full concentration to summon - though they can be sent out through a simple hand gesture - and cannot be used in conjunction with other moves unless said move outright states it.
In the end, these attacks can seem quite easy to avoid - especially if one has Flight, which makes avoiding Papyrus' attacks nearly effortless. However...
Blue Attack - 600 OM Tier 1 Super Utility(Requires Ranged Attack Proficiency, Debuff Proficiency)
"READY FOR MY BLUE ATTACK?"
When a battle is beginning to look bleak, Papyrus pulls this ability out. He charges the attack for 2 seconds, and then a projectile, appearing to be a blue heart, fires out at the opponent, as Papyrus warns him about this attack. If the opponent does not attempt to defend against the attack through use of a Super Move, the heart will strike. At first, it seems to have no real effect, apart from turning blue - however, they will find themselves slowed down to 80% speed(20% speed decrease), and their jump height lowered by a similar amount. If one has Flight, once they stop focusing on keeping themselves in the air, they will fall, though falls caused by Blue Attack are "cushioned."
This effect lasts for 2 minutes.
