I wish to refund something but I had a question beforehand. If I have not used said ability IC would I be eligible for a full refund?

Nope, you'll only be able to get back half of what you paid for it.

There are some cases in which me would give back full OM, such as if we make a change to the pricing on a Power/ Proficiency (the full OM in this case would be whatever the difference in the original and the new price is) Or if we move a power/ Proficiency completely.

I hate to be the barer of bad new, but you'll have to follow the standard refund procedure on only get half back.
