I'm saying you can't do both simultaneously.
You can stop moving and burst in another direction, but you can't just chain together endless bursts and speed runs. Burst movement, for me, implies that you burst forward and stop, which would then require you to build up another 'super speed run.' That's also something you wouldn't need a move for, since it's the description of the powers.

Tier 1 Powered-Up Transformation (Digimental Evolution) - Rink - The third of many Digivolutions available to Guilmon. Rinkmon is approximately 6 feet tall standing up.
Stats: 2 ATK, 4 DEF, 7 SPD, 2 TEC
Rinkmon Moveset
Rink Blades (300, requires «Physical Strength») - Rinkmon has extremely sharp blades on his feet. They're about 18 inches long. They do slashing damage.
Forearm Cutters (300, requires «Physical Strength») - The projections on Rinkmon's arms are about 2 feet long. Though rarely used, they can be used like swords.
Spinning Cutter (300, requires «Physical Strength») - Rinkmon spins rapidly, arms tucked, but elbows out, making use of his «Forearm Cutters». He spins for 10 seconds, and can move at half speed while spinning.
Tier 1 Super Attack - Quadruple Storm (600, requires «Burst Movement», «Physical Strength») - Using «Burst Movement», Rinkmon is able to move quickly between four points before attacking from one point at random. In addition to the SP cost, this move is extremely tiring. As a result, this is an absolute last resort for Rinkmon.

So I Cant Burst into Super speed, and stay there since I am already there?
I cant Use Burst movement to Airbag Instant stop me?
I'm buying both powers anyways to have all the manuverale abilities.... =P
If I was Powered up to Tier 2 with a speed-ishTech-ish character would the move be applicable in that form?

I dont have the OM or Proficiencies to buy these yet, but I'd like to have them approved for when i do.
Tendril Entanglement (Requires Ranged Proficiency, Area Attack Proficiency, Debuff Proficiency) -- 600 OM
[spoiler]Emerald slams the ground, with a hand or foot, growing roots below the surface of the ground and sending them at the target. The roots erupt from ground under target, and begin to wrap around their body, limbs, throat, and weapons if any, with moderate speed, restricting movement and constricting the target. Targets with a sharp weapon may be able to cut away some of the roots, reducing the roots' hold on them. Can be used to attack multiple targets at the same time. Attacking multiple targets at once decreases underground travel speed by 50% for each additional target beyond the first additional target. Emerald can still move without the roots loosening their hold on the target if casted against one target. She must remain still and connected to the ground if used against more that one target. //Roots from 4 to 6 inches thick each, green in color. Fast travel speed under the ground. Moderate to fast speed when entangling a target. Roots erupt from ground in a five foot diameter under each target. Can last up to ten minutes depending on target's Def. Come With me if you want to Live - I think this one is probably a no-go at least not without more restrictions or changing the way it works. Maybe make it so it only works on allied secondaries or a willing prime? Being able to force an enemy to potentially eat a super move from their ally would be incredibly strong. I think a more agreeable adaptation would be momentarily summoning a secondary to take the hit who would then be instantly de-summoned. That way you can still defend yourself without worrying about getting permission from other players about using them as a meatshield and without worrying if one of your more permanent NPCs might die. I'd also say this probably requires area defense proficiency unless it can only defend from attacks in one direction.
Uncle Bob - I'd recommend re-reading the assists portion of the rules <!-- l --><a class="postlink-local" href="http://omniverse-rpg.com/assistsandtransformations.php#Assists">assistsandtransformations.php#Assists</a><!-- l --> He needs a statline and is only able to use moves, powers, proficiencies that you have. That being said you are able to create moves for your character that have the caveat of only being usable by an assist.
Resistance Armor - Is this always on? Does it require energy to keep/turn on? Is it body armor or is it a energy bubble around him? I'd describe this some more and add some downsides so the shield can be effective. If it protects you from all sides it requires Area Shield Proficiency.[/spoiler]

He then transforms his body into a sword shape, tentacles shifting to make an eyed hilt and a blade outline. Then he grows to a giant 40 foot length sword and starts dropping to the ground. When he strikes and pierces the ground, it creates a powerful 30 foot diamater explosion around the spot it landed. Meanwhile as Yog started to fall after some delay Desco started to fall from the sky too. At the last moment Yogsothoth transforms back into his normal form and gets behind where Desc is falling to, 'catching' Desco in his levitation passive stopping her instantly.

Tendril Entanglement - How many targets are you able to target? Are you able to attack and leave the ground if you are only targeting one person? Are you interrupted if you take enough damage or only if your link with the ground is disrupted? Ten minutes is a little steep if your able to attack as well, so maybe change it to a lesser duration or let people struggle free without needing to have a sharp weapon.
Briar Barrier - If the spell is left intact can she summon another one? Does she need to stay stationary for the shield to be effective or is it a summon and forget kinda thing? How long do the shields take to make? The second portion is a bit powerful without any drawbacks, maybe add a charge time or make it particularly draining to cast. Something along those lines.
Vine Lash - How long/big are the vines and how long does it take to summon them? Can people attack the vines when they aren't actively blocking? How much concentration must Em use to keep them active?

Come with me if you want to live - Just do a re-write on it with the new effect and we can take a look at it. If you're going the summon and then desummoning route it would have to be a secondary blocking it.
Uncle Bob - Submit him as an NPC to this thread <!-- l --><a class="postlink-local" href="http://omniverse-rpg.com/viewtopic.php?f=11&t=1639">viewtopic.php?f=11&t=1639</a><!-- l --> If you want to use him against other PCs in combat you'll have to write him as an assist as well seeing as how NPCs can't help in player vs player combat or in large storylines.
Resistance Armor - That's pretty powerful for it to always be on without a drawback. I'd add a drawback such as limited mobility or energy drain if you want it to be a constant ability, it also wouldn't be very powerful considering it protects you from all sides and doesn't shut off. You might rework it into an energy-based armor that you have to turn on and only stays active for a few seconds. That way you can still have the armor and have it actually be decently strong.[/spoiler]

When he strikes and pierces the ground, it creates a powerful 30 foot diamater explosion around the spot it landed. Meanwhile as Yog started to fall after some delay Desco started to fall from the sky too. At the last moment Yogsothoth transforms back into his normal form and gets behind where Desc is falling to, 'catching' Desco in his levitation passive stopping her instantly. Approved!

Spinning Cutter (300, requires «Physical Strength») - Rinkmon spins rapidly, arms tucked, but elbows out, making use of his «Forearm Cutters». He spins for 10 seconds, and can move at half speed while spinning.
Tier 1 Super Attack - Quadruple Storm (600, requires «Burst Movement», «Physical Strength») - Using «Burst Movement», Rinkmon is able to move quickly between four points before attacking from one point at random. In addition to the SP cost, this move is extremely tiring. As a result, this is an absolute last resort for Rinkmon.
Rink - Approved at 1000 OM! Just make sure you classify it as a Powered-up form for clarity's sake.
Rink Blades - Since these are an "always-on" weapon be aware that they may not be incredibly devastating in terms of damage. But Approved at 300 OM!
Forearm Cutters - A bit more description on the blades themselves. Where do they come from? I can see that they're blades that jut from the forearm in the picture but some more description would be nice just to clarify things for people that don't look at the picture. How fast can you strike with them? Also, similiar to Rink Blades since they are "always-on" they won't be the most destructive of attacks.
Spinning Cutter - Does he spin like a top then? How large of an area around him is affected? Can he see while spinning? Can he jump or only walk? Does he have to spin for the entire duration or can he cancel it early?
Quadruple Storm - Does this mean he dashes four times and then strikes during the final dash? Or can he dash between four spots and then attack from any of the four?[/spoiler]

Hi guys, could I get a verdict on these?
Phantom Spheres - Being able to hit an opponent with an unblockable three second time freeze is pretty strong. I'd recommend adding a few more drawbacks such as needing to stay stationary during charge up and having the projectile be relatively slow.
Chrono Dome - So I see two ways to go about doing this. If you want it as a normal move it would need to be nerfed quite a bit, ten seconds is a lot of time to escape or set up traps using the environment. Adding stationary charge-up or decreasing the duration to maybe five seconds or so would be solid. However if you wanted it as a super move you could do away with the charge-up entirely and give yourself 10 seconds to reposition yourself or escape. If you choose the super move route it could either be a defensive super move or utility.[/spoiler]

Can defend repeated strikes against blunt object attacks. Reduced effectiveness against sharp weapons. Energy and Fire based attacks destroy the shield with one attack. Can be dispelled or left intact at caster's discretion, but must be recasted entirely if dispelled. //Three feet in width, six feet high. Base of shield rooted in the ground. Green in color. Vines are covered in thorns.//
Alternatively, Emerald can slam the ground with both palms (or fists if hold a weapon(s)), summoning a thicker and stronger version of the shield, more equipped to defend against ranged attacks. Nearly unaffected by blunt attacks and sharp weapon strikes. Melee attackers are damaged by the briar's thorns. Can defend against repeated strikes by piercing attacks, like bullets, arrow, or bolts. Reduced effectiveness against Energy and Elemental attacks, but can resist up to three strikes by them. Fire attacks burn the shield entirely, taking 5 seconds to destroy it. Both versions of the shield can be casted in front of Emerald, or in sphere around her. If cast in a sphere around her, she can still step out of the shield unharmed by the briars, if she were to leave the shield intact instead of dispelling it. Emerald may summon u to one additional barrier if she has left on intact, but it must be actively maintained, and will be dispelled automatically one Emerald moves to attack again.

Emerald summons four thick and strong vines from the ground to assist her in offence and defense, growing moderately fast.. The vines attack the target when Emerald does, adding additional attacks to for her target to have to defend against. Vines attack on their own, in unison with Emerald's attacks by whipping and striking at the target.
If needed, by bring up a forearm to defend herself, Emerald can call upon a vine to block an attack for her. Each vine can block one attack each and is destroyed afterwards, shriveling and dying. The vines move as fast as Emerald does when attacking and defending.

Briar Barrier - One thing I forgot to ask is how long do the shields take to form? The first version seems like it would be fine if it were instant, but the second one should probably take a few seconds to be created. The sphere version of the shields will also be weaker or have larger drawbacks than the non-sphere versions.
Vine Lash - Approved at 600 OM! Just keep in mind that since they don't require much energy or concentration to maintain they won't be devastatingly strong.[/spoiler]

Overpowered as it stands. It doesn't seem like it inhibits her abilities in any way and has no noticeable downsides. Also that duration is ridic.
"Emerald may lose concentration and her hold on the targets if she sustains a large amount of damage." Other people would generally would 'will' and 'moderate' with such a crazy strong move. Wording it in such a way that it requires a large amount of damage and then it only MAY lose her hold on the targets makes it seem like this move is even stronger!

How long does it take to summon the shields?
Just as a stylistic note, it would be great if you could shorten these a bit. A lot of the stuff you put the is essentially repeated. Normally I wouldn't comment on the stylistic stuff since it's a bit mean, but three big paragraphs is a bit excessive for two types of shield move and can easily be cut down. I'm thinking of people fighting against you here who might have to refer to this stuff mid-post and have to read three paragraphs to understand how it works. If you can't it's not a dealbreaker.
