Eva wants to round up a posse from Darkshire to burn down some forest and stop the Nurglite infection from entering the ecosystem. As she's going to ask for manpower and fuel (I assume Darkshire has some stocks of oil), it sounds like something that will need approval from Dobson Skender, and maybe some co-ordination from Atelos for the man power.

Basic outline of their interaction

-Introduction to Dobson Skender.
-Eva explains the situation
-Requests men, oil/kerosene/butter/a bath/a place to work
-Dobson gives her limited suppiles (maybe more in exchange for healing some of the towns folk, i unno)
- Eva asks about primes
- Dobson gives a bit of exposition
- Atelos appears for a few seconds to assign a few men

He turned out to be an incognito supervillain, who took offence at this and decided to brutally murder them all. Doing so took him just over three seconds.

For some reason, Omni considered Reginald worthy of summoning to the Omniverse. As soon as someone told him the difference between Primes and Secondaries he immediately realised how lucky he had gotten... and promptly forgot all about the normal humans he had claimed to be standing up for back in his own world; becoming a Prime supremacist instead. He now views Secondaries as worthy of being nothing more than slaves... preferably his slaves, if at all possible.

He joined a gang called the Northside Wolfpack not long after showing up in the Omniverse and has been living on Tier Five ever since. He quickly rose through the ranks, yet isn't at all satisfied, and makes no secret of his desire to take his place at its head one day...

Physical Description:
Steve has tanned Caucasian skin, is fairly tall and has a lean build. He's 52-years-old, and has grey hair which reaches just past his shoulders and is left to hang loose behind his back, as well as a wispy, bedraggled & short grey beard on his chin. His eyes are blue. Steve is strong enough that he can handle the recoil of a shotgun one-handed, and as such, he can dual-wield these weapons if he wants to, though doing so imposes a significant penalty to his accuracy.
In all other respects these are normal double-barrel shotguns. All his shotguns are 12 gauge and 48” long. They can be loaded with either slug or shot rounds, and can also be used as crude clubs in melee combat if necessary. The two ammo-types are equally strong, but the slugs have greater range whilst the shot has a small AoE: the effective range of slug rounds is 90m and their speed is 540m/s, whilst shot can only go up to 45m and 340m/s. Why does this character have to be a prime?
Partly because it would be nice to have a recurring villain for my character to face, and partly because I've already mentioned once that he's a Prime and would rather not have to go and edit that out. =P

Going to be submitting two NPC Primes for approval here. Here is Ricky. 

NPC Name: Ricky Cervantes 

NPC Source: NFL Rush Zone 

Character History:

When Warren Zimmer first arrived in the Omniverse, one of the first things he had done was meet Ricky Cervantes, and restore his NFL-R. Due to that, Ricky worked with Warren in an attempt to learn more about this place, and how things worked. Meeting Lord Dominator Ricky attempted to sway her to the cause of Warren Zimmer, but she was uninterested. When Warren vanished from the Omniverse, Ricky was left to his own devices. With that in mind, Ricky traveled the Omniverse and learned more about the place, trying to pick up new moves for himself, and new skills so that he could be ready when Warren returned, to try and reform him. 

Personality:  Due to his competitive-minded rearing from his equally competitive-minded, and at the time, overbearing, father, Ricky started off in the show as an aloof, tough-exteriored and sometimes sarcastic person. Driven to be the best youth football player, even captaining his own team, he tended to show a demeanor typical of a cocky, sports-centric jock.


In spite of this poor general first impression, he rather quickly began showing signs of a moral and kindhearted character to him. This was first chiefly displayed in "Oh Brother", where he had his father postpone the Sectionals so that he and a recently apologized Ish could face off against each other, fair and square. Though his father's overbearingly competitive attitude unwittingly drove Ricky to Wild Card, while also showing the tension Ricky had with living up to his father's expectations, these events eventually lead to Ricky showing and embracing his true colors as a selfless hero, while also patching up and strengthening his relationship with his father, who subsequently tones down his prior behavior.

After becoming an official Guardian, Ricky is shown to be a warmhearted and stalwart friend to his new allies, occasionally showing a big-brother-esque vibe in his dealings with them. He, however, still retains the tough and competitive side of his personality, though it's now channeled more positively and carries more good sportsmanship qualities than it previously had. The "Guardians Unleashed" season also showed an eagerly dutiful and diligent side to Ricky, when he takes it upon himself to do odd jobs to gain money after his father becomes in-between jobs. This showcased a more positive take on Ricky's desire to impress his father. Ricky has hope that Warren can be redeemed into a good guy but has began to have his doubts. 


Physical Description:
 
When not in his blue Tigers football uniform, Ricky is usually dressed in warm, casual street attire. He typically wears a white t-shirt underneath a burgundy-colored hoodie, with black hood and trim. His rather messy mop of a brown mullet is almost always concealed by a matching burgundy knit cap that has two vertical white strips on its rim, which are generally affixed to the front-left side while on his head. He sports a pair of gray jeans and black sneakers, with red laces, that are rimmed around their perimeter and entirely at their soles with white. Lastly, Ricky himself has a slightly tan complexion and dark brown eyes.
During cold, snowy weather, he trades his hoodie for a burgundy coat and a slightly darker shade of mittens to match. He'll also wear a brown and gray ushanka in place of his usually knit cap. 

As Guardian QB-6, Ricky's outfit, like his fellow Guardians', becomes that of a fully-armored, football uniform-styled warrior. He becomes taller than his original height, as tall as most adults, and is covered head to toe in the uniform. Primarily off-white with light blue florescent highlights and a design scheme unique to himself throughout the uniform, upon getting the team's Super Guardian upgrade from the "Guardians Unleashed" season, he becomes more visually distinctive from the other Guardians, with his trademark burgundy color now being used and becoming the dominate color of his uniform, including as the color of his helmet's visor.

NFL- R (Ranged Proficiency,  300 OM,  RP Fodder.):

The NFL-R is a watch like device that shoots a 7-14 inch beam of energy out of it at an opponent when worn. This travels at about the speed of an arrow,  and takes  him about 15 seconds to charge up properly. However, the NFL-R is required to have a variety of apps and techniques that he can do while wearing it. It also, if functional would create his armor over his body. Sadly that function has been lost when it was brought to the Omniverse.  The NFL-R is a move that also acts as his communicator and Mobile Dataverse Device (When he acquires one that is) so all of his stuff is integrated for his own use.

The move does have a lot of power behind it, once fully charged,  meaning it can likely do a lot of damage were it to hit an opponent. It can be aimed, as well. Ricky can most certainly move when aiming, and firing the blast of energy from the watch.  


Lightning Blast (300, Ranged Proficiency, Debuff Proficiency.)  

One of the capabilities Ricky created anew when Warren vanished originally. This possesses electricity akin to a Tazer, but it is more of an electrical energy blast. It travels as fast as an arrow, has a range of 50 feet and does a mild amount of damage. This is mildly taxing on his energy reserves, and doesn't take much time to charge, having a 3 second charge time. it isn't very damaging, but it is very accurate. This requires both hands, and shoots out of the right wrist of his suit, or out of the palm of his hand if he is not wearing his suit. 

Fire Blast (300, Ranged Prof, Debuff.): 
This requires both hands, and shoots out of the right wrist of his suit, or out of the palm of his hand if he is not wearing his suit. A cousin to the Lightning blast, this has a range of 50 feet. It travels at the speed of an arrow, and has a three second charge time. It isn't very damaging, only doing mild damage. But it is very accurate. This is mildly taxing on his energy reserves, the equivalent of a light work out.  This will cause an opponent to suffer a burning sensation for about seven seconds, and has an 18 second cool down. Requires one hand. 

Super Bowl Ring (Ranged Proficiency, 300):   

A super bowl ring is a weapon of immense power from Ricky's homeworld. This can shoot blue thin wire like beams out of energy from it. The blasts do moderate damage. They aren't very taxing, and are about as draining as a light workout. The Super Bowl Ring is worn by him on his right index finger. This can be used as a covert weapon by Warren. The beams travel at the speed of an arrow, and have a range of thirty five feet. The beams lack the power to do any serious harm, being limited to only moderate damage. This can do a shot every seven seconds.  

Explosive Shield (requires Area Attack Proficiency and Area Defense Proficiency) – 600 OM

A sphere that surrounds a user with a protective barrier for as long as it is sustained. It takes about a second to activate. When the user chooses, the shield will either simply dissipate, or explode outwards, damaging anyone nearby at the cost of more energy. As it is a 360-degree sphere with a regular activation time, this won't block strong piercing attacks, but the explosive effect can be used to turn the tables on an overconfident opponent.

Pyrokinesis (requires Ranged Proficiency, Ranged Materialize Proficiency, Remote-Control Proficiency, Area Attack Proficiency) – 900 OM

Ricky has the power to control pure flame at will, creating an expanding or shrinking field or tendril of flame that can fill a space of around twelve square meters. The more dense the flame, the hotter it burns, whereas the more spread the flame, the weaker it is and the more energy it takes to sustain, making it very weak when spread over a wide area. Ricky cannot block physical projectiles but is effective at setting things on fire. This is mostly a utility move as Ricky has specialized fire attacks in his repertoire. Specialized moves such as fireballs, pillars of flame and all others will be purchased separately. It takes only a moment to summon the flame near to Ricky, or up to a few seconds if further away than a few meters, and it can spread as fast as Ricky can move. Ricky can move (but not attack) while using Pyrokinesis but this splits his focus, making it slightly more difficult for him to move the flame at full speed and aim. 

Buster Sword (requires Physical Strength) – 300 OM

A massive sword, roughly five feet in length and one foot in width. It's not as quick as, say, a katana, but it makes up for that with sheer size and heft. The blade appears to be made out of a red crystalline like metal that almost appears to be made out of crystal. It's very heavy, and so is hard for Ricky to swing properly, but in return for that it has more power than one might think.

Why does this character have to be a prime? 
To provide a challenge for Warren to overcome. 
 

What role do they play in your story?
A guy who will be trying to reform Warren on a regular basis.
