Quick and Easy Questions (please read the OP)
If I vote every 12 hours on RPGfix, does that count as another post towards my OM goal?

Quote:Tl;dr: Vote for all the sites, put "1". Next day, do the same and put "2". If you're really hardcore, you can vote every 12 hours, but it's not necessary.
Yes. You can vote every 12 hours and rack up votes. Or just vote most days. As long as there's 24+ total you'll get the max OM reward.
Do I have to donate $8 all at once to get the perks or can I build up to $8 over time?

Both works. Just keep track of it.

Added in the links for future reference.

Can there be a super move like this example move with an instant debuff?

Reverse Sign "Evil in the Mirror" (requires Ranged Proficiency, Debuff Proficiency, Homing Proficiency, Telepathy) – 300 OM
Seija reverses her opponent's left and right movements. Although the victim is aware of which direction is which, the "controls" in their brain are reversed, so that when they intend to move left they move right and vice versa. Initiated by declaring the name of the spell. Lasts 30 seconds or until Seija has been weakened to roughly 7/8ths of current power/health. One use; cannot be used again until she has rested or recharged.
Omni's Note: Note that this required the Homing proficiency as it affects the opponent without needing to be aimed. As a result of being effectively a "guaranteed hit", it is quite a weak effect and needed to be limited with downsides.

What proficiency would one need for a ranged move the ricochets?
If the ricochet is always a normal perfect bounce, since you're not technically controlling it after it's been shot, you probably wouldn't need range control. It'd be hard to aim well though.

I reckon you could try it with just ranged.
I was thinking on that cause I'm currently working on a super move and the idea was it hit the target or ricochet until it hit the target or lose momentum.
@Asriel:
Time constraints in supermoves don't matter. Nor do drawbacks typically. They just play out like an unstoppable cutscene (although can still be blocked by super defenses).

Although, logically, due to them having to be able to be blocked, you would probably actually have to have some small wait and timeframe where someone could logically block it, I think.

But that time is irrelevant and doesn't need to really be specified. The motion of pointing at someone and instantly debuffing them after that is likely enough.

And anyway, making a move where an opponent is instantly damaged or debuffs with you not doing anything is kinda boring. Don't you want your super move "cutscenes" to be cool?
@MK: Since it's a supermove, that probably wouldn't actually need homing (as it would typically auto-hit). You wouldn't need the damage drop of either.

For a normal move, that would need homing, probably, if you want it to pretty much always hit the target. A damage drop off would also likely be needed as a potential drawback.
just a reminder that this is a Quick Questions thread and is not a place to discuss actual moves. If you want to do that, please use the move creation workshop.
How do NPC Prime permissions work ?

Extrapolate.
Can I make an NPC Prime that will not meet my character or interact with him in any way?
Technically yes.

Ebony has telekinesis.

If there's a rock behind her and she knows exactly where it is relative to her (maybe she looked behind to check), could she levitate it without enhanced senses? (Probably requiring more concentration to do so)

(Assume the rock is small enough and close enough to be lifted)
@ Ebony: Yes!

I make and spend points on an NPC prime and someone else (specific) can write as them freely with my permission.

Yes.
