Time Stop

Okay, after having bought Time Manipulation it was brought to my attention after asking several times that I may not be allowed to stop time at all.

To be honest, this is a deal breaker. I hate to be "That guy" who does this kind of thing but while I don't expect it not to have huge drawbacks, and a large requirement... I already planned out and directed the story of my character towards after asking literally dozens of times, and bringing it up 10-20 times a day in chat via various jokes and discussion of things like #Time Stopper Alliance with Homura Akemi another time stop oriented character that this issue effects. Everyone was aware of this. Literally everyone. It was made a constant topic, and the jokes were self evident in chat combined with the most recent post I made of Dio acquiring The World, combined with the fact that I was told it was fine until AFTER I bought Time Manipulation.. well. I hope you can understand here why I would be irritated.

This is an effect core to the character and I never planned for it to do anymore damage than a level 1 or 2 super move that happens to be good against Dodge Super Defenses. I don't think it's unreasonable if I hold it to the same standards as other people's moves, I mean Omnibalance makes it functionally the same as any other disable oriented super move. There would be literally no difference between this, and say, a Frost Dragon's breath. The only conceptual reason I see here for not to be allowed is a very Rules Lawyer approach to the word of Time Manipulation.

This needs to be made clear, would a time stop super move be allowed under any conditions?

As a Super Move, yes. You WOULD however, be limited in what you could do during the time stop phase and at level 1 it would be extremely short; probably around 5 seconds of you being able to do something. You wouldn't be able to attack anyone during this time, either.

And unless Omni overrules me, that is the ruling.

I don't see why time stop should be out right disallowed as a non-super move. But, limitations would apply on what else you could do while time stopped. You'd have to slap some conditions on there or something. I might have a discussion with the other staffers about what they think is fair for time stop. Personally, I think using it as a super move should allow you to attack still. I mean, it's a friggin' super move. Just, maybe not killing blows. Feel free to write it up and I'll handle the approval myself.

Again, I'm not that brand of asshole who's trying to find ways to get free damage or work around the limitations of needing an offensive and defensive Supermove.

The plan as it stands is that Dio will need to have the Power up of having The World out (Whether this would be an assist or a power up is undecided but he'd need to have it out anyways.) during the entire duration of the time stop, exhaustion as if he had been sprinting the entire time at his top speed, requirement that he has drank the blood of a prime in the past day, and it'll STILL require wind up with an auto fail if he takes any damage before he finishes the wind up.

I am not trying to power game this. I just want to be allowed to have the potential to reach one of the character's core canon abilities.

Which while it seems fine that he will be able to at least in spirit, I don't understand why having a move with huge limitations like these be able to land a killing blow would be unbalanced from a player perspective. I mean it requires someone to be level 10 before they can even use the full 5 seconds that Ganon mentioned. At this level it would only be active for a single second before vanishing, and I've seen stuns that do damage approved with less drawbacks in other threads.

Well like I said, I'm over ruling Ganon because I think his ruling is overly strict. I hear that this got discussed in the chat box, hence the confusion and dismay, and this is exactly why this kind of thing should stay in the help desk, because otherwise I don't see it and I can't give the bottom line.

I will add that drinking primes blood would be a role-playing fodder thing. I wouldn't add that on as a limitation, because it wouldn't give you any advantage. Kind of like your light weakness.

I understand that.

I'm just trying to make it clear that I'm definitely not trying to make this some kind of thing where I'm trying to be abusive or take this into the realm of just trying to one up everyone else. While I do expect it to have some utility, I'm not going to be the guy who expects no one to ever punch Dio's teeth in for being the colossal ass that he is.

All I want is to try and portray the character in a manner that's consistent with his origin, and honestly. The 5 seconds that Ganon mentioned is the canon limit for Dio anyways outside of him somehow finding a source of Joestar blood which.. isn't in the omniverse.

It's cool guy. I try and work with everyone to make their powers work as close as possible to how they'd want them to be while keeping everything balanced. If it ever seems like I, or another staff member are being short, it's probably just because we have limited time to answer all these questions and still get to all of the other stuff that needs doing.
