I'll probably work on the rules in a Google Drives doc, but I want to get the baseline of the rules here;
So, I think, vehicles with more pieces in it should be more powerful, but slower, than smaller builds. The rulebooks will include stat sheets for the currently officially released vehicles, as well as about a year before.
The exception comes in vehicles that have had a version in, for example, 2014 and 2016, for instance, the Snowspeeder. They will always have the stat proportions of the first standalone version in the timeframe, if any, otherwise, there would be the stats worthy of the newest one. For instance, the Snowspeeder was standalone for $20 before it was released in the extremely expensive Assault On Hoth set. So, the Snowspeeder will have the stats worthy of the 2014 version.
However, unless you use homebrew rules, it should be accounted for that the First Order versions of vehicles are standalone from their original versions. For instance, let's look back at the Snowspeeders. Let's say you own, the original Snowspeeder and the First Order Snowspeeder. The First Order one was more expensive, and it is separate from the original one. So, the Snowspeeder original will have lower attack damage, but be faster than the First Order one, which will be bulkier.
Defense will also be directly tied to the piece count. For instance, a 200-something piece Snowspeeder will have lower health than the First Order one. To balance it out, smaller vehicles will also have an easier time DODGING than the bigger versions. For instance, the First Order Snowspeeder fires upon the normal one. The Snowspeeder goes to dodge, and rolls, say, a 3 on a 6-sided die - which I wish to use exclusively, so I get a chance to play because I don't own any other types of die.
You add X amount to the dodge roll, when the vehicle is smaller than 400 pieces. The Snowspeeder then gets, say, a 4 or 5 with the bonus.(not sure the exact piece count.)
