So, basically, I was wondering if it was possible for a prime to create something that could revive non-primes after they are killed.

Not quite. I'm considering swapping alts and a story line idea I had for one possible character was the development of a machine that could revive secondaries. This would most likely have to wait until after they had grown more powerful, but I thought I may as well ask now.

Revive, summon, re-summon, it's pretty much all the same thing when it comes to secondaries.

I thought that I should clarify, it's more of a public service than a reviver for personal secondaries.

Then no, unless you know the secondary that you're 'reviving' it won't work. Say, Edward wanted you to 'revive' Winry if she was killed, since your character doesn't know her, then it wouldn't work.
