Dick Howland hails from an alternate version of Earth, similar to that in many comics or other superhero universes. Within it, there are essentially what could be considered other "layers" of space and time-overlapping, influencing, and being influenced by what most would consider the "real world." Some layers are close to what we consider real: in these, the world often reflects the minds of those interacting with it. But there are also those far away from our reality, rarely closely detected by any humans, and filled with entirely alien and bizarre objects, and even, sometimes, entities. And sometimes people within our world gain the ability, through a genetic mutation they are born with or through some alteration of their body by an event in their life, to interact with these other layers of reality. The directness of these interactions, and what they cause, varies greatly among individuals. For many, they can draw power from or temporarily enter these realms, giving them extraordinary and superhuman abilities. Rarely, they can even mentally project into these realms directly, and this is where most of civilisation's (limited) information about the realms comes from.
Dick, himself, was born able to connect to these alternate worlds. He was born into a relatively well-off family, somewhat poor but always able to afford necessities. He had a relatively normal childhood, until the age of eleven. It was then that he discovered his abilities, at a birthday party. While excited blowing out the candles on the cake, he accidentally produced a blast of energy, destroying the cake. From there, his powers only grew, linked to his emotions. Running in a race, he discovered he could temporarily phase into another layer of reality, causing a burst of speed that let him win the race. Trying to protect himself from an incoming toy gun bullet, he discovered he could produce hard-light constructs linked to his hand when he made a shield (much to the chagrin of the toy gun owner-it destroyed the bullet). Over time, with training and a significant amount of willpower, he gained the ability to control his powers. And those powers would affect him greatly throughout his life.
Quicker than he could fully process it, Dick's school life ended and he was thrust into the real world, expecting his powers to give him a leg-up within a workplace. So he moved to a large city, hoping to make a fortune. But reality was crueller than he would have thought, and he ended up struggling to buy food and pay rent, his powers ultimately useless when trying to find a job. So, he turned to crime. Howland joined a small group, only about five people including him, and they began undertaking major heists, using Dick as their secret weapon. But one night, when they were threatening a woman in a high apartment, something went terribly wrong. A fire started, a result of one of the criminals getting too arrogant with a lighter. So they all ran, trying to make it to a window in order to at least save themselves from burning, if not death itself. But only Dick, with his bursts of speed, was able to make it out, leaping through the glass, shattering it as the building behind him was aflame. Closing his eyes, he made his peace and prepared to face death. And yet the sudden shock of hitting the ground never came, for he was caught by a costumed hero: Guardian.
Guardian was at that time considered the penultimate hero, gifted with the powers of flight and super-strength. Wearing a bold red, white, and blue costume, he soared through the city, leading to a massive drop in crime. Dick had, of course, heard of him-you could scarcely find someone who hadn't-but had not been expecting him to come to this area, and certainly had not expected him to save him of all people-a criminal! Panting from running as he was set down, Dick asked Guardian if there was anything he could do to repay him for saving his life, but all Guardian replied with was a simple message to try to help people. So that was exactly what Dick did.
Reinvigorated by his saviour, Dick quickly fashioned a white, grey, and red costume and took to the streets, using his incredible bursts of speed and bright light attacks to stop any criminals he could find. He took on the name "Blink," for his incredible speed when leaping across buildings. And his heroing career was successful. Blink became known worldwide, eventually surpassing even Guardian in terms of popularity and successfulness. But any career, even one filled with heroics, comes to an end eventually. At the age of forty, Dick decided to try and settle down, moving off to a rural area and limiting contact with cities, hoping to finally relax.
But Dick's rest and relaxation could not last forever. After ten years had passed, he decided to go back to the city where he had begun his career, to check up on things and make a public appearance as Blink to assure the public that whatever new heroes protected the city had his approval. But the state of heroics in the city was shocking. Brutal vigilantes, who killed and worked against the law. Sarcastic heroes who were incredibly lenient, often dealing far less punishment than criminals deserved. Only a few true heroes, trying to maintain order. And the worst part was an inactive police force, content to sit back and allow vigilantes to do work for them. Dick vowed to begin working with police and these new heroes, trying to restore order to the city. But just as he donned his costume for the first time in years, Blink was taken by Omni, trapped in an unfamiliar and strange world.

Dick Howland has a slim, tall figure. He stands at about one hundred eighty-five centimetres tall (about six foot one) and is muscular, although not bulky. He has short black hair with strands of grey in it that connects to a thick beard that covers most of his face, and striking blue eyes. His typical costume is white primarily, with small portions of grey and black and some red lines and details throughout. (The picture is essentially a slightly younger version of him)

Eye Beams (Requires Ranged Proficiency, 600 OM): By focusing his energy into his eyes, Dick can fire a deadly beam. He starts the attack by charging up his energy for about three seconds before releasing firing two blue beams of that combine into one about three centimetres from his face. From there, he can either leave it as a simple, short blast in which case it dissipates immediately after hitting the target, or he can sustain the blast. If he chooses to sustain the blast, it causes a minor energy cost for as long as he continues to fire it, about equivalent to that an average person would feel when jogging. Being hit with the blast causes burning wounds, the blast itself being about fifty degrees Celsius. As such it likely will only cause first degree burns if hit with only a temporary blast but can be worse if the blast is held. The blasts can be fired while moving, but require Dick to be looking at his target and as such it renders the use of other moves impossible while this move is held. The beam is relatively accurate, able to hit a target accurately for up to about thirteen metres away, and while it wouldn't be impossible to hit something farther than that, from there accuracy starts to dip off.
Energy Bolt (300): Through pumping energy into one of his index fingers, Dick can fire a small, crystal-shaped blue blast of energy from his hand. It takes about a second to charge, at which point the crystal appears floating above his finger, and will shoot on command. Summoning the bolt takes a small amount of energy, equal to about that of jogging up a flight of stairs. Releasing it, however, takes no energy. The bolt is about as strong as steel, about the length of a pencil, but with the width of a banana at its widest point. Each end has a sharp point, able to pierce through most layers of average human skin. The blast is only accurate for about five metres, though, after which it is very hard to hit a small target. Aiming this attack takes little concentration, and he could easily use another technique with it, although that would make the bolt slightly less accurate.
