Political & Social Questions on the Corsucant Setting

As I do prep work for my next story, I had a few questions to ask out of respect for the original creator of the setting.

What's the political system and situation in the 5th and 6th Tiers? Is society ruled by elected representatives or solely through despotic control?

Is society/government subdivided into wards, districts, metros, counties and provinces like Earth?

Is law and order manifested in harsh/corrupt police forces?

Would some of the public-at-large feel politically disenfranchised and rally/campaign for certain issues to improve their lives??

Are we, as writers, permitted to take artistic license with these things, perhaps naming and using minor political figures or local leaders to flesh out the setting?

I can only speak for what I'm involved in in my own storylines, but me and Luci have been working heavily on Tier 5.

Tier 5 is, essentially, New York City in the 70's. Same high crime rate, same corruption issues, same crumbling infrastructure. There's a very token imperial presence on Tier 5, but the Tier is for the most part left to govern itself. This has resulted in the rise of many criminal gangs and other such organizations. Luci is the de facto leader of an emerging alliance of gangs known as The Westside. They control large amounts of territory and run operations within it.

Harlan is the boss of a small gang that is also on the rise. More about it is found in my profile.

Typically, most of the citizenry of Tier 5 is a bit disenfranchised and envious of those higher up, as the technology level is also somewhere around the late 90's or so, with more high tech stuff only available at black market prices.

There is no individual political system for each Tier. Coruscant is run by the Empire through and through. Whether or not they patrol or have garrison forces on the lower tiers is what changes the lower you go. Chaos is introduced at a faster rate the further you go down where the bottom level is literally just the bowels of the city. Industrial wastelands etc, etc. 

As long as you avoid changing major power structure like how the Emperor is the apex leader and all of the Site NPC's who make the echelon of Imperial rule you're pretty much free to establish this stuff for your own means. I created a police district that one of my secondaries is from. 

Yes. Imperial Law is enforced to the letter by the Stormtroopers and Marine forces. 

Of course. They did in the real Coruscant when the Senate was doing fuck all. Their just isn't an established base lore for that. You're free to invent as needed. Again, avoiding hard placed lore like heavy Site NPC's or leaders. 

Last but not least, like I've previously mentioned, yes. Trixie is the leader of a Special Forces team attached to the 13th Stormtrooper Legion. It didn't exist before I made it, but it does now. Her and everyone in her team are ARC Troopers.

Tier 5 is largely run by gangs and resembles some kind of order as a result. Tier 6 is more like full-blown anarchy and there's no rule.

The Empire has full jurisdiction and it's not a democracy. However I'm sure there are many bureaucratic leader/workers who absolutely hate their jobs and have the unenviable job of, for example, running Tier 5 (in spite of the almost nonexistent policing there). That's an assigned position, not an elected one. Tier 6 has no official Imperial presence.

I imagine whoever is in charge of Tier 4 would be corrupt af.

Feel free to make some of these political figures, just try to let us know so we can add it to the lore. Submit them as Site NPCs or what have you.

Uh ... yes. But the Empire aren't huge fans of dissidents. The Empire is perfect and does what it has to do for YOUR security. If you're standing in the way of that, you're not a patriot and you deserve whatever fate befalls you.
