Your character wouldn't just know, You'd need to write in a believable reason for your character to actually find out, or wait for a bounty to be posted.
Also, Ballad, I think you'd have to worry about banishment rather than death. A lot of the primes that would be hunting you have been around long enough to know when someone won't quit and, in that case, would opt for banishment over killing.
So, you should just start planning your Underverse story now.

I pretty much knew going in that this would likely result in my banishment, which is why I made sure I had an Underverse idea of a story before trying to go through with this.
I would heavily appreciate knowing whether or not any parts of the plans I post are possible and would actually work in context of what I want to do, which is kill everyone, and whether I should be worried or not about potentially drawing attention to myself.

I mean, you could cause a lot of mayhem but, even early on, bounties are going to be given out. You'll most likely never wipe out an entire verse, but you could most definitely cause a war between factions/' groups that are always butting heads. But just remember, this would most likely take a long time and a lot of work (just don't expect everything to be achievable within a short amount of time).
Once you cause a lot of trouble in one verse, the rest of the verses will figure it out pretty quickly and catch on to your character's plans/ purpose/ personality pretty quickly. There will be lot's of bounty hunters and most likely a lot of story teller involvement. But this is all a part of good story telling, and I'm not trying to dissuade you or anything.
My recommendation would be to pick a single verse and try to cause as much trouble as you possibly can. Your plan for the Frozen Fields looks pretty solid. A few things don't make sense, as primes do not actually need to eat in the regular omniverse, removing resources to deter other primes wouldn't really work. Secondaries, maybe, primes, not really.
and, another thing to remember, is that achieving goals such as these do require a large amount of staff involvement, getting approval for NPC use/ approving of success/ failure.

Yeah. This will probably take a long time, possibly longer than Volvagia for just a single step alone, I suspect. But hopefully, it'll be worth it for the writing opportunities and story alone.
Don't worry. I knew going in this was gonna be hard, so I won't object if bounty hunters come and get me and StoryTeller shows up to make my life harder. All in a day's work for an Omnicidal Maniac xD.
As for that particular step, my logic was that, since by that point Ballad would hopefully be in control of the Dwarven Army, he would need a way to ensure that the soldiers he was sending out were people who would stay dead and not respawn three days later. Since Primes had the ability to summon supplies for the various sides, I thought that destroying the ones already existing would force both sides to pull their Primes back and summon food, weapons, anything that their faction would need to stay afloat, and send the rest of the secondaries out to fight.
If that doesn't work, though, then I'll try to think up something else to use.
I figured I would have to get staff involved as soon as Ballad became a part of the Dwarven Army, since a good amount of this plan's success relies on you guys. For example, the Ascendency step will most likely involve a good number of battles, which I figured would require staff to be involved in to see if those battles meant anything in the short/long run.
