I'm okay with the idea of a Vita-Blocker, but I dislike multiple tiers for them.
People with more Omnilium to burn than others inherently have an advantage over newer Primes. I feel like if a fresh Prime wanted to make sure they could never be found, they'd have to spend an exorbitant amount just to make sure the psychos who have level three compasses couldn't later come and get them.
And besides, multiple tiers would essentially have the same end result, that, eventually the compass would be useless against anyone who made the investment. Why not just make it one tier and save them a few thousand OM worth of trouble?

I'm fully against introducing a Blocker without introducing later tiers to overcome it. Because then nobody can ever find you ever. The situation you described is essentially as it is now, but I don't think hunting noobs with nothing to offer has ever really been a problem. This isn't an MMO, and noob ganking isn't like you just run up to someone at the fountain and one-shot them. You have to initiate a fight, get a judge ... and if it's in the Nexus, you're probably going to have a bunch of white knights come to defend the newbie, so.

Okay, then if that's the case then there needs to be a vita compass one level higher then the best blocker, otherwise you get the same result.

Maybe have an escalating cost formula so that there will always be a better blocker/compass available but the problem then becomes how much you're willing to spend.
I'd like to point out that not a single t3 xform has been made yet, and that the closest is proto, who is leagues above everyone else. I'm gain is slow.

^That's basically the idea. And I mean, personally I'd rather spend OM on abilities but might shell out for a single tier of Compass. Hunter-type playstyles might spend a lot on a high-level compass. Others who'd rather hoard artefacts and avoid PvP where possible could spend a lot on Blockers. I think they're valid choices to make.

Rather than Items, why not make them Powers again? It'd fit the Tier system better as a Power than an Item.
I'm also ok with this, but I WOULD agree that the Vita Compass should be able to outrank the Vita Blocker. With Stealth, Suppression, and a Vita Blocker, you basically become impossible to ever attack otherwise.
On that note, maybe add in a tier system for Suppression as well. Right now, for a fairly low cost of 1000 OM, you effectively negate three Powers with a maximum cost of 5100 OM (1600, 1500, and 2000 OM). I know we had one before, but it was kinda wonky. Instead of increasing the Tec needed to find you, I'd suggest increasing the amount of Powers which could be Suppressed. Perhaps for 1500 OM, you could Suppress Foresight, another 1600 would Suppress Insight, and another 1400 would Suppress Enhanced Senses (Basic). Basically, make it cost what it costs a person to actually BUY those Powers.
I also like Harry's idea, which sort of runs like the Stat Upgrades rules.

Doesn't make that much difference, tbh. I tend to have things which are battle-irrelevant and strictly 'unlocks' be classified as 'items' (such as the vita compass and spiritual attunement).
I'm happy with Suppression currently, but start a new topic if you wanna change that.
