CHARACTER NAME: Hazel Vultoni

CHARACTER SOURCE: Original

CHARACTER HISTORY: Hazel comes from a fantasy-type world called Grayenhale. She’s a rising star in the competitive field of dragon breeding and training. Her reputation began after she managed to bring back the species of light dragons after their apparent extinction decades prior. Because of this she was selected for an expedition to the Frozen Isles, a collection of islands stuck in the ice age, frozen in time. She was entrusted with an egg found in the Isle, an egg said to contain the long-extinct Ice Dragon. However, a freak storm strikes while the expedition is still en route to the Isle. Their transport is knocked from the sky and cast into the ocean. Omni plucked Hazel from the wreckage and placed her in the Omniverse.

PHYSICAL DESCRIPTION: Hazel’s 5’9” and 143.7 lbs. She has dark brown hair that falls to about mid-back which is always pulled back. Her eyes are dull blue that border on gray. Her skin is tan from long hours in the sun and scarred from working with the most dangerous magical beasts on record.

Icicle Barrage (requires Ranged Proficiency) -300 OM
Hazel fires a barrage of razor-sharp icicles from her hands. This move is instantaneous and can be used on the move. The icicles move at the speed of a fired bullet.

Flash Freeze (requires Debuff Proficiency) -300 OM
When Hazel makes contact with an opponent or object, she can create a thick layer of ice wherever she touches. Primarily used through the hands but can be used with any skin contact. The ice spreads quickly and if not dislodged she can completely cover an average adult-sized person in about a minute and a half.

Field of Ice Tier 1 Super Attack (requires Ranged Proficiency, Area Attack Proficiency, Debuff Proficiency, and Ranged Materialize Proficiency) -600 OM
Hazel charges this move for three minutes. She can still move around during this time but a solid hit can break her concentration and cancel the charge forcing her to start over. The ability is activated by jumping with both feet off the ground. Upon landing, the ground will immediately be covered in thick ice. It will spread rapidly and sharp spires and pillars of ice will randomly erupt. Hazel can control the location and timing of the eruptions to an extent. The ice will spread for around 20 ft. in each direction. It will freeze a layer over water and stick opponents feet to the ground.

To be balanced, all moves require some sort of drawback. From the Balancing Moves section of the Rules:

Quote:Drawbacks of a move might be: its low power, its difficulty to hit with, the long time it takes to charge, the limited number of times it can be used, the fatigue or harm it inflicts on the user, or otherwise. 'Cooldowns' (not being able to use a move for a period of time) are considered a very mild downside and quite 'videogamey' so consider using other types of downsides that are more realistic and have more impact, allowing you to create stronger moves.

Like your previous move, this move also needs a drawback! Can opponents escape from this freezing effect easily? What kind of lingering effect does the ice leave with even BRIEF contact, and for how long?

For a Tier 1 Super Move, a charge time of three minutes is very excessive. Five to ten seconds will do! You should also make a note that this move is blockable by a same-tier or higher tier Super Defense.

Also, this sounds less like a Super Attack and more like a Super Utility. Super Attacks are used only at the end of a post during a fight, while Super Utilities can be used at almost any time during a fight. It all depends on if you want it to cause a lasting environmental effect that hinders your opponents' fighting ability (a Utility), or a move that just causes damage (an Attack). Please specify!

The icicles themselves aren’t very tough and can be shattered or blocked with relative ease. The attack instead relies on speed and the number of projectiles to do damage. The icicles move at the speed of a fired bullet.

Flash Freeze (requires Debuff Proficiency) -300 OM
While using this move, when Hazel makes contact with an opponent or object, she can create a thick layer of ice wherever she touches. Primarily used through the hands but can be used with any skin contact. The ice spreads quickly and if not dislodged she can completely cover an average adult-sized person in about a minute and a half. The ice can be broken or melted like any regular ice. But even with the external ice removed, movement is still impaired due to a ‘deep chill’ effect. The effect applies on contact no matter how brief that contact is. However, the ‘deep chill’ effect will also apply itself to Hazel if the ability is active for more than fifteen seconds.

Field of Ice Tier 1 Utility Attack (requires Ranged Proficiency, Area Attack Proficiency, Debuff Proficiency, and Ranged Materialize Proficiency) -600 OM
Hazel charges this move for ten seconds. She can still move around during this time but a solid hit can cancel the charge forcing her to start over. The ability is activated by jumping with both feet off the ground. Upon landing, the ground will quickly be covered in thick ice. Sharp spires and pillars of ice will randomly erupt from the ice. The ice will spread for around 20 ft. in each direction. It will freeze a layer over water thick enough to walk on and stick opponents feet to the ground, though breaking free is fairly easy. This move can be blocked by a same level or higher super defense

Me brother is no longer active in the Omniverse.

Crud, that Field of Ice is supposed to say Tier 1 Utility. I guess I missed that when I was proofreading it. It’s not a Utility Attack, that’s not a thing.
