Character name: Dell Conagher AKA RED Engineer
Character source: Team Fortress 2
Character history: I'm pulling him from the current TF2 comic series, after the invasions by Grey Mann and his robot army as well as the death of the Mann brothers.
Physical Description: Dell Conagher, or 'The Engineer' as he was referred to by his former coworkers, is a shorter-than-average human male, standing at about 4' 10". He wears a red collared t-shirt under a pair of brown overalls, yellow knee pads, and a pair of brown workboots. He wears a yellow rubber work glove on his right hand, but not one on his left. He wears a pair of welding goggles at all times, almost never taking them off, and a white ten-gallon hat has replaced his customary safety helmet. He keeps a wrench holstered in his belt for working with his sentry, but it is useless as a weapon.
(Might add a wrench weapon later)

The Engineer has above average strength and durability from his constant time spent in the field of battle, but only moves at average human speeds. His real weapon is his genius mind, through which he can calculate and formulate plans and strategies, as well as analyze his opponents strategies. His aim isn't half-bad either.
Starting Proficiencies: Physical Strength, Ranged Proficiency (1000 - 1000 = 3000 remaining)
Starting Powers: Engineer's Intuition (Insight) 1600 OM (3000 - 1600 = 1400 remaining)
Years of constructing his buildings on the battlefield have lead to the development of a 'sixth sense' regarding the status of the Engineer's contraptions. He always knows the status of his active sentry, right down to roughly how many bullets are left in its ammo reserves to how many kills it has racked up in its lifespan, as well as if it is damaged or not.
Starting Moves
Construct Sentry (Ranged Proficiency) Cost: 900 OM (1400 - 900 = 500 remaining)
Dell deploys a red toolbox containing the collapsed turret, which over the span of 5 seconds builds itself into a level 1 Sentry. This sentry can be upgraded twice by Dell by hitting it with his wrench, with each level giving it increased durability and firepower. Its takes about 4 swings of Dell's wrench to upgrade a sentry up to the next level. Hitting his Sentry with his wrench also repairs and refills the ammo of the Sentry. Dell always carries a small amount of materials for repairing and rearming his active sentry, and he can gather more materials from traditional sources of ammo as well as sources like scrap metal.
Dell can only maintain one Sentry Gun at any given time, and can self destruct his active Sentry Gun at will with his Deconstruction PDA. An active sentry will last almost indefinitely if it is maintained, but only for 15 minutes after it's ammo reserves are depleted, or it is destroyed by more conventional methods.
A level 1 Sentry Gun stands about 3 feet tall and has a single barrel machine gun, with a fire rate of 4 shots per second. Its maximum ammo capacity is 150 bullets.
A Level 2 Sentry Gun stands about 3 1/2 feet tall and has Twin-Mounted Gatling guns, with a fire rate of 8 shots per second. Its maximum ammo capacity is 200 bullets.
A Level 3 Sentry is almost identical to the Level 2, but adds a Cluster Rocket Launcher onto the top of the sentry, bringing its total height up to 4 1/2 feet tall.
In addition to the Level 2's 200 bullets, the Level 3 also holds 20 four-rocket salvos, fired together in a tight cluster at a rate of about 1 every 3 seconds with very little splash damage. Each level is slightly more durable than the last, with all boasting minor resistance to bullets. All levels are vulnerable to blunt force and explosions.
The Sentry has an effective targeting range of 75 feet in a 360 degree area around it, and when idle rotates slowly in a 90 degree arc facing whatever direction it was placed, emitting loud beeps whenever it begins tracking in another direction. The number of beeps corresponds to the level of the sentry. It will target anything that is designated as an 'enemy' by Dell. Dell must also be near the sentry to designate a target.
Dell can pick up an active sentry, collapsing it down into the toolbox again, and carry it. Doing this removes the sentry from the battlefield, and it must be redeployed from level 1 again.
The Widowmaker (Ranged Proficiency) 300 OM (500 - 300 = 200 remaining)
Nicknamed 'the scrap cannon', this modified shotgun fires metal flechettes instead of traditional shotgun rounds. It does so via a modified clip loaded with anything metal: scrap metal, steel cans, ball bearings, etc. which it compresses into a cartridge-sized hunk of metal which is shredded upon firing, sending deadly flechettes flying into the target. It holds 10 rounds in a clip, and has a max fire rate of 2 rounds per second.

2nd Edit: Removed Homing Proficiency, removed Homing Proficiency as prerequisite for Construct Sentry, changed number of swings to upgrade Sentry from 8 to 4.
