It also creates an unsolveable situation along [1] and [5] where if you have more than 20 base stat points, its impossible to create a legal alternate form (You can't put 6 in any stat, and you have to put at least that to fit in all your stats, but putting more than 5 is illegal - you're stuck). Again, just RAW, not RAI (read as intended. I understand the intent, but the rules per RAW don't describe it properly).
Proposed Solution: Change "5" in [3] to "Half", "50%", or something.
- [2] (Which says that your base stats = 10) Is inconsistent with [4], which says that your base form can have more than 10 stat points (Thus, be different from 10).
Proposed Solution: Change "Just like your base form, an alternate form has 10 stats" in [2] to something like "Your alternate form has as many statpoints as your base form. If it has 10, the alternate form will have 10 points as well.
The most important thing to keep in mind with this, I would think, is that going by a strict "read as written" approach is almost never a good idea to begin with, and I can't think of anyone who's done that yet, but of course I may be missing something.
That said, the rules, as they stand, are also written to reflect a brand-new character, whose base form only does have 10 stat points total. So yes, referring to the rules strictly as they are written could raise complexities and complications, naturally, but there are some things that make it easy enough to keep up with, even going strictly as written.
Perhaps it's just my way of thinking, but the particular bit about Alternate forms, stating "Just like your base form" sticks out to me. That implies that any changes you make to your base form carry over to any Alternate Forms, by a very simple leap of logic, otherwise you would need to re-buy any stat increases for those Alternate forms, and as such, there would be no point to having said Alternate Forms in the first place, or at least a diminished need/want for them.
Of course that still doesn't address the "no single stat may exceed 5" caveat. But I can provide a clear, as-written answer to that, as well.

Notice the " You may not put more than half of your stat points into a single statistic." That is very plain and hard to misconstrue.
This does, of course, require reading across several pages and parts of the rules, but that's something most people will/should do anyway, so even going purely as-written, I see very little room for confusion or contradiction.
Of course, I'm not staff, nor can I guarantee that my personal way of thinking and leaps in logic will apply to everyone, so you're more than welcome to take this with a grain of salt -- or several.

Though this one wasn't incredibly radical in change, I could not have given more than five for speed due to the fact I can't put more than 50% of my non-permanant points into one spot. Should I have bought an additional point for either attack or speed, then I would have been able to obtain 6 or more. Though the rules may seem like they are counter-acting each other (and maybe they are) but it is all about your ability to interpret them. I hope this helped ya out

In regards to this, as a personal thought: this is indeed one way to go about buying stat upgrades, and it's definitely an easy way to keep track of them, assigning them to a specific stat at time of purchase. I personally like it, and can see how it might be applicable to certain character choices or preferred methods of roleplaying.
It's not the only way to go about it, of course, but I just said that, I think...I'm rather tired, forgive me.
There is also the option of simply adding in purchased stats to the 'pool' of 10 when distributing new ones in an Alternate Form. In the case of Miranda, she'd have 12 stats to distribute total, giving a grand total of a possibility of 6 in any stat, but no more than that.
However you choose to do it is ultimately up to you, within the rules of course.
