You actually don't need Telekinesis to manipulate a specific element. For example Whirda and Proto both have Magnetokinesis with just a move.

I could design a shield like that yes, but I was talking about Electromagnetism. With this I could create a shield that would bounce everything off. It's been a long time since I was in school, but in the same way that magnets work to bring each other together, there is way through this to cause them to push away from each other. So, with this, I could create a 'soft shield' as you described.

Not everything has an EM field to manipulate. Take, for example, a person. The magnatism that would simply effect them enough to alter movement (even at slow speeds) has already killed them. Scrambling electrons in their body, as well as messing with their molecular structure would cause massive internal damage. If you're talking about atomic forces, such as what Spiderman uses to cling to walls, then that's a form of matter manipulation, a subpower of Reality Manipulation. Electrokinesis on that scale requires a technique level of massive proportions. Seriously. Atomic scale. Holy crap. XD
