CHARACTER NAME: Segata Sanshiro
CHARACTER SOURCE: Japanese Sega Saturn Advertisements
CHARACTER HISTORY: Very little is actually known about the origin of Segata Sanshiro. However, what is known is the fact that he is a master in multiple different martial arts. He has a first-degree black belt in karate, a third-degree black belt in judo, and a fourth-degree black belt in battodo. Back in the year 1997, Segata had taken notice of the Sega Saturn video game console and how poorly it was selling. Segata decided at that time that it was his mission to make the system popular and ultimately save Sega from going bankrupt. And he does so by bringing harm to those who do not spend their time playing the console. But as the Saturn, like all other consoles eventually, fell into obscurity, he has moved on, and now spends his days simply harming those who don't devote themselves tirelessly to a task. He also seems to have a romantic relationship with Sakura Shinguji from the Sakura Wars video game series. Just before entering the Omniverse, Segata had dared to challenge legendary Western martial artist Chuck Norris, which in itself is an impressive feat. The two fought it out to the best of their abilities, and the match was surprisingly close. However, when the winner was just about to be decided, a strange hole in space-time appeared and began to suck the Eastern and Western legends in, but not before they clashed one last time before disappearing, mysteriously leaving behind a constellation in the shape of the two fighting. Although it is unclear what happened to Chuck, Segata had been transported to the Omniverse, where he met up with a being named Omni and began his new journey, determined to show these new and possibly familiar faces what happens when one doesn't dedicate themselves to their goals.
PHYSICAL DESCRIPTION: Segata Sanshiro is a man wearing a white karate gi with black hair. He stands at approximately 5 feet 11 inches in height. Video footage of the man shows him roundhouse kicking a baseball for a home run, racing a maximum of 99.9 miles per hour on ice completely barefoot, and winning the World Cup by throwing a player into the ball to score the winning goal. He possesses a supernatural power known as Dragon Force, which allows him to not only duplicate himself multiple times over, but even alter the size of the clones. He's somehow capable of headbutting ten concrete tiles to break them all clean in half, not even flinching when baseballs hit him square in the chest, and on an unrelated note, he can fillet a fish like a pro. His favorite and one of his deadliest attacks is his famous judo throw, where he tosses his enemy away, and they explode twice upon impact with the ground. He also seems to be immune to the laws of physics, as he can stop an incoming missile against a glass window without even cracking it. His catchphrase is "Sega Saturn Shiro!", which roughly translates from Japanese to "You must play the Sega Saturn!"

STARTING MOVES:
"Sanshiro Kick!" (300 OM) (Requirements: Physical Strength, Super Jumping): After building up strength for half a second, Sanshiro leaps forward with a jump kick that travels about 20 feet in distance. This is great for closing the distance, although can be hard to land on a moving target. Because he puts a lot of force into the attack, he can end up hurting himself if it doesn't land. This is powerful, but fairly straightforwards and can be easy to dodge as Sanshiro can't change his trajectory mid-jump. Overall, this is somewhat tiring and the actual jump and kick take about a second to perform.
"Home Run!" (300 OM) (Requirements: Physical Strength Proficiency): Segata charges up for about half a second, followed by a roundhouse kick that covers about three feet away from him at 180 degrees. This attack also knockes the enemy back around 12 feet, although this varies a bit based on Segata's ATK and their DEF regardless of size. This is moderately powerful and somewhat tiring.
"Use Your Head!" (300 OM) (Requirements: Physical Strength Proficiency & Debuff Proficiency): Segata lifts his head upward for about a second, after which he slams his head downward directly in front of him. Even though this only covers about 1 foot, it does high damage and can half-bury enemies into the ground as a debuff providing he's strong enough to damage the terrain. Typically, this will submerge someone to be about waist deep (depending on their DEF versues his ATK), but they'll also end up a lot deeper in sand or dirt compared to rock. Each use of this attack does small self-damage to Segata as well, and can leave him with a concussion if used too often, but isn't particularly tiring. Furthermore, this can be hard to use as he has to get very close to headbutt someone like this.

History: When exactly in your character’s history was he pulled into the Omniverse?
Sanshiro Kick: This wouldn’t require a move.
Home Run: Roughly how damaging would this be to the average person? How tiring is it to perform?
Use Your Head: Similar to the above, how much would this hurt and what is the stamina cost?
Dragon Force: How many clones are created and long do the clones last?
Also just as a general note, please be sure to list which proficiencies and powers you think each move would require.

You'll need a bit more of a downside for Use Your Head if it is capable of burying people in the ground, since that sort of debuff would likely keep someone rooted for a good few seconds at a time. Also for Dragon Force, how long do these clones last if they don't hit any obstacles?

Weird... I thought I mentioned how long the Dragon Force attack lasts. Didn't I say it travels about 300 feet?

You did say that, but that doesn't explain duration. That explains the range of the attack. If they were to run toward an enemy that was say, 30 feet away, how long are the hitting him for before they vanish?

Just noticed you edited your post, so I'm going to go through everything. For future reference, post in the thread as well next time (or just post again instead of editing), since an edit is easy to miss.
Physical Description - Roughly how tall is he?
Proficiencies - Area Attack is only 600 OM.
Moves - Some of these are missing a couple of details, or would need an extra drawback or some other tweaks. I've suggested some changes, and you can go ahead and use what I've written. Or, try and incorporate what I added on your own if I messed something up.

You can do this without a move, since Physical Strength allows general melee attack (like punches, kicks, grapples and such). Also, the jump distance is within what a normal person could do, so this won't require super jumping. The main differences here is a small added charge at the start, an increased jump distance, and it being harder to land with the possibility of self-harm. But, it's also stronger than doing a normal jump kick and comes with a bit more punch.

This would need another drawback. I'd recommend fatigue, but you'd really need a longer charge time or something else as well to get the knockback you want. Something like this would be good:

This would need a few extra details to clarify the debuff. Something like this should work:

This is good, but I'd reduce how long it lasts to be "under 2 seconds". Since it takes ~1.27 seconds for something moving at 70MPH to travel 130ft.

There was one little issue with your super attack. Since those clones are running away from you in their own stampede, it is effectively a ranged attack. So it would need ranged proficiency. Because of that, it's not on your roster below (nor is area attack, as it was only needed for that move). You can consider your super move to be approved with ranged proficiency and area attack as requirements, so if you do get ranged proficiency you can link this post as the approval for that move if you want. I.e. if you buy this:

Well that's certainly good to hear, but could I modify the character information one more time so that I COULD use Dragon Force? I figure if I get rid of Master Acrobat, then get the Area Attack Proficiency, I would just be able to fit it all in. Or are my calculations off?

Sure. If you juggled it, you could end up with something like this, but you'd still need another 600 OM to actually buy the move (that would equate you about 3000 words of writing with rest points, although it'll usually work out a bit less). I think you didn't quite account for ranged proficiency requiring 1000 OM.

If you really want your super attack at the start, I'd suggest dropping debuff proficiency for now, and your "Use Your Head!" move. And then pick them up later. So you could end up with something like this:

Anyway, I'm just musing here. Go ahead and give your thread another bump once you've got something you're happy with, or to ask any questions. That said, if you don't think you're likely to use ranged proficiency for any other moves in the future, and don't wanna dish out the 1000 OM for it (i.e. you don't have any ki blasts or guns or anything like that planned), then I'd recommend you scrap your supermove and try and work out something else. Your clone move, for example, could operate with physical proficiency if you ran along with the clones, but you'd really need burst movement or superspeed for that to work at that speed (so you'd still be paying 800 or 1000 more OM - but it would be for something potentially more useful). Either way, I think it'd best to get you going rather than setting up more moves. You can always make and buy something later!
