Telekinesis Question

Say I were in a sandy desert or snowy tundra and had Telekinesis.  Could I shift the sand/snow in a way that is beneficial to my character with just the power as long as it isn't like a shield or a debuff?  For example:

-Billy uses his telekinesis to conjure several waves of sand between him and Joe, who is five meters away.  This makes it harder for Joe to see Billy, and also harder to get at him without getting caught in one of the waves.

Or

-Billy uses his telekinesis to create an orb of snow and tosses it at Joe, effectively creating an object to throw out of the particulate matter.

I'm wondering because technically, sand, snow and even dust are particles so tiny and light that they can easily be manipulated to emulate certain shapes, and as such can be used really well in mass quantities.  At the same time however, I realize that making a move out of it requires not to be able to push people back, deflect projectiles, block attacks or be used as a debuff.  Looking at it, the first example I provided may be the sketchier of the two, but I just wanted to get some further clarity before purchasing the power.

(I would have posted this in the Quick Questions, but let's face it.  I'm so bad at phrasing questions a quick question for me is two to three posts.)

That being said, I would say that doing what you suggested in the example would need to be a move, as you are using it in a debuff sort of way.
