Hi, I want to send in an NPC dragon named Whirlpool who has bioluminescent patches on his body and enhanced vision. He can't see through walls though, and there's no Bioluminescent power. So how do I express this?

bioluminescence would probably just be fodder. Enhanced Senses would be just that though you are free to limit it by however much you want. As an NPC though they don't serve much use beyond story.

Fodder is anything that serves no purpose but story/convenience material, so the bioluminescence would just be 'there' for use, as it has little impact on things like duels.

I think Whirlpool is going to be freaked out that his bioluminescence is removed on the Omniverse. How do I put it in?

Alright, let me explain this:

Bioluminesence is just a cosmetic feature. You don't need a move for it. You can just say he's bioluminescent. There's no rules for it, no powers, no moves, in the same vein that you don't need a move for any tattoos your character has. His enhanced vision would require the power though, I believe.

As an NPC, he will need to be approved. And based on your post here and within the Move Creation Workshop thread, I can only assume you want the Dragon to be a Prime. You will need to write up an Approval form and get him approved.

In regards to him actually helping you out, outside of your own personal story lines, he'll need to be turned into an Assist if you want him to be able to help you out.

What I mean by this is that he can't help you out in any official fights/ events/ competitions/ story lines.

By official I mean any events that are run by Staff or involve a group of People other than yourself.
