All NPC's, prime or secondary, may have OM levels equal to your level or up to level 5 if you are under level 5. They may all posses powers, profs, and moves. Literally the only difference between secondaries and primes is that Primes re-spawn at the Nexus when killed and secondaries don't. Primes are summoned by Omni and Secondaries are summoned by Primes.
Other than that, they are virtually the same. Secondaries are not weak. I repeat, secondaries are not weak just by the nature of them being a secondary. Dante's Abyss 2015

I had this typed up before Sasuke beat me, so I'll just leave it anyway as an agreement with his answer.
Unless you have them as an assist or something it won't matter in combat. So as it's just flavor in that instance, I don't see why not. Omni allowed a similar thing with Retane's secondaries (he gave them proficiencies, though I assume it would work the same.) Edit for clarification: you'd obviously need to buy the moves for an assist to use if you're going that route. If it's just for writing fodder it'd be free. Probably obvious, but ya' know.

Adding to the difference between Primes and Secondaries; Secondaries also are unable to summon anything with or utilise Omnillium, at least that's what I gathered from the rules. Correct me if I'm wrong. What about after they've been created, though?
In the case of Primes, they can absorb OM, so it makes sense for them to unlock new moves as time goes on, but how would that work for Secondaries? In some cases (such as buying a sword from a weapons shop), it seems like they should be able to acquire new moves (so long as they remain within the OM maximum for their level, of course), but in cases where they'd "unlock" new abilities, how could that be explained without them having absorbed OM? Or can they just not do that? ![]()

Just to clear up a few things, in case it wasn't clear for anyone who reads this.
Secondaries are different to primes as they do not have the ability to passively gain om (that is an ability given to primes by Omni). Their deaths are also permanent. That being said, Omnillium isn't the only thing that makes someone strong within the Omniverse. Secondaries can just keep getting stronger and stronger, Primes just do it faster due to Omnillium.

A prime can also enhance a secondary, much like when they summoned them in the first place or when a prime enhances themselves (by adding moves, etc).
