I plan to sign up with Illidan, but seeing as he just massacred a bunch of people at Darkshire, I don't think he would be able to sign up there, let alone find out about the event. Would it be possible to say there is a sign up booth at the Pale Moors Nexus gate?

Dracula would know about DA, but yea, you can try by the Pale Moors gate or either adjacent verse's Nexus gate.
