Please take a look at the profiles of other NPCs to see what sort of Template other people have used. You should figure it out pretty quickly.

Are song lyrics allowed in posts or titles of posts? Like for example, naming a thread "Thanks for the memories" or using song lyrics and then writing a scene out that relates to the song lyrics?

In thread titles, go for it. In actual posts, it's also fine, just put the actual lyrics in quotes.

Qq for myself and something I might of missed
How is Mp ( Mana points , magical power etc ) treated in the Omniverse . Is spell casting simply a stamina drain or should I treat it as if I have the fixed mp amount that grows with my character level .
One more quick question : All items I would want to buy will cost Om , or are simple items like a plain wooden staff , clothing , food etc , Healing potions covered by the in Roleplay currency ( Gold , credits etc )

MP would basically just be stamina drain, yeah. We don't really use hard numbers for that kind of thing. Just "not very draining" or "very taxing", etc.
Simple everyday stuff you can summon without cost, as long as you RP it taking the 3-minute summoning time. If you summon a weapon it will be useless in combat if you don't make it a move. Healing potions wouldn't really be something you could make; there's an item already that heals you in combat as well as a power that does the same. All Primes have passive regen outside of combat though so it's not really an issue unless you're jumping from fight to fight.

Okay, quick question:
My character has a camouflage chip in her body that hides her actual form and makes her more of a human with weird ears and a tail. She came into the Omniverse with that form because that's how she normally looks. Does this need to be registered as a Shapeshifting power since it can be turned off or sabotaged remotely? Or do I add this as fodder?
If it is a Shapeshifting power, do I say her chip is off (which leaves her as her real satyr-like form) when she fell here? Or that it malfunctioned along the way and she's stuck as her normal form? Just need to know if I need the shapeshifting power to regain her human or Denican form.

To be honest, you don't even need to worry about her 'Normal' form. Once Omni took her from her world, she was taken in the form that she was in.
That being said, if you want to add that element to your character then I would probably suggest that you pick up shape shifting.

All primes regenerate slowly and naturally over time due to the nature of Omnilium.
If you want Marcus to be able to like, quickly regenerate his flesh/body parts, you would need to buy Regeneration. You don't need a Move (although you would need to spend SP if you were in a PvP situation)

I thought it might need Telepathy but that is specifically only short range. It may not even be possible in the Omniverse?
(Specifically, Dominator may soon be buying some DomBots as an assist and as secondaries to probe out the defences on a place - if she can't get data back from them without needing to be right there, though, there's no point in attempting that strategy!)

The laser sight itself wouldn't require a move unless it guaranteed a hit or was used for a homing bullet or something (in which case, you'd probably need to purchase homing and add it as a requirement).

Either Assists and a Move to allow the video-transmission, or an all-encompassing move for the Bots and their video transmission. The latter may require Remote-Control but not Telepathy. Obviously the range would be the main balancing factor.

That would depend on whether it is a purely aesthetic change or whether the intent is to conceal Eda from her opponent's view. If the latter, it would indeed require the appropriate powers and a move to accomplish. If the former, however, you could try and have it approved as an RP fluff move (which wouldn't cost you any OM, but would still require approval).
