As a general advice that I give EVERYONE, regardless of whether you have lots to draw on or very little: don't be afraid to innovate early. Come up with your own stuff that you think Goku should've had, or that suits the Omniverse. Don't just try to retrace the steps of the canon. Because half the fun of the Omniverse is taking a character in a brand-new direction.

Personally Kaio-ken is the best transformation the show put out bar none to SSJ3. I'd personally go Kaioken, Kaioken x20 (Frieza Saga) and then SSJ3. I'd even have a whole story around trying to discover SSJ3, maintain it, and improve upon the forms energy consumption (which in the show was ridiculously high). 

Fuck. That sounds like a good story for Vad. I could have him go to his mother. Luna did hit SSJ3 during the Red Stallions Return thing Alex was running.

I've got a suggestion for Trunks.

Rather than making SSJ Ascended and SSJ2 Ascended as powered-up forms, might I suggest the use of an alternate form for "Buffed Up"? This might not be able to go to the extremes that you want, but it's what I do with Samus except in reverse (her base form is slow but tough, her alt form is more balanced). Then you can apply the SSJ/SSJ2 powerups as needed.

Just another option to consider! It's cheaper, but you may prefer to stick with the PUFs.

I have another suggestion for Super Saiyan. Instead of just unlocking it the normal way, why not change it up and create a custom trigger? For example: My old character Vad was a full-blood Saiyan and cared little for Super Saiyan, knowing of it through his mother Luna. Now Vad had a legendary temper and predisposition for violence, however, he just never saw Super Saiyan as worth it. My point, which I'm coming to, is that Vad's past was full of torture and pain. Certain memories were erased by a secret organization that turned him into an assassin. Well during a fight with another player, that character prodded with just the right questions that made one of the repressed memories resurface. The sheer horror of his memory unlocked SSJ and drove Vad to transform against his will. Every time he did he was uncontrollable, primal, and bloodthirsty. Trixie could no longer leave his mind and enter a corporeal form (another version of Trixie) and when the transformation eventually ended he would almost always vomit onto the ground because his body was being heavily strained.

This is the trained version I grabbed from my old roster. This is after he learned to control it, but the idea is there.

That is somewhat similar to how I intended to run the initial Super Saiyan 'rediscovery' process.

At first, unlocking Super Saiyan requires a strong emotional trigger. I'm not sure what that trigger will be yet, because I don't know where Goku will be in his story at the point where it becomes feasible.

In theory I could have him use the trigger he's already experienced, and there may well be mention of Krillin's death when it does happen, but I always thought it would be more fun for all concerned if the first time it is used it is for a suitably dramatic reason rather than just because he's reached the appropriate tier.

(I'm assuming 'normal way' here means 'when you can' rather than the normal way in canon because in canon, the normal way is ... pretty much what you describe)

I had almost already unlocked Tier 2 when I finally gave Samus her Tier 1, simply because I couldn't think of a good enough reason for her to use it until "Kill Jark Jak" XD

True, but I meant like. Vad was incapable of even going Super Saiyan. It was this repressed memory that unlocked it. Goku went SSJ because of Krillin. A present traumatic event. I'm just saying that you don't need to conform. As a writer you have infinite freedom to do what you like with the lore and mechanics of SSJ. 

When I had Broly, for the brief time I did here, his base form was SSJ (I bought a stat upgrade starting out) and I was going to make his Tier 1 - 3 LSSJ at varying power.
