For example, if my character saw a stormtrooper wandering around and was all like "Oooo, I want one!", would he be allowed to summon his own?

It doesn't apply to nameless mooks. So anyone could easily summon a space marine if they'd seen one and felt like it. They can't, however, summon Marneus Calgar or Cato Sicarius. The first thing Proto Man deliberately summoned to the Omniverse was a Chocobo, because he remembered playing Final Fantasy II in a halfway house. And I'm pretty sure that the character Dr. McNinja rides around on a yoshi he summoned. You are completely entitled to attempt to leave the situation! Your success or failure will mainly be determined by the METHODS through which you attempt to escape. Also remember that you are all obligated to follow the Rules of the Omniverse, and manifesting convenient hover cars or other deux-ex-machina is not an acceptable way to escape this event. Write well, think hard, and if you come up with a COMPELLING STORY, you might be able to escape. Just keep in mind that the vast majority of the structures in Coruscant, especially Tier 1, are skyscrapers, so getting to an area that you can jump across might be tricky. Possible? Absolutely. Easy? No. For the time being, the snipers that surround the block you guys are on will only attack you if you attempt to LEAVE the block. Also, they are snipers, so they are pretty darn far away. The two that got shot by Crash and Stuart might have been in a poor position, but a little more effort will likely be needed to kill the others. If you ARE running, just by being able to look out and see the world, you would know that the shortest and safest path of egress is back through the Gate into the Nexus. That does not guarantee the pursuit will end there, but it's the fastest way you can currently see to escape.
