Many interesting ideas here, but most are overpowered as all hell. :frogsiren:
I might make my Straw Hat an Artefact, though if it were ever stolen *glares at Sarah* that may pose an issue, since it holds the most sentimental value of anything in Luffy's repertoire, therefore he wouldn't want to just forge a new hat with omnilium.
As for the effect, possibly that the wearer gains instant Faction Recognition regardless of the verse they're located within.

I mentioned something like this, but only 100+ Though I think the "Undroppable" instantly makes both suggestions a "no" considering that's one of the only rules about Artifacts.

Karl Jak is strong, has a alot of raw OM to play with, so Im pretty sure he can make such a thing exist.

Honestly, either of those suggested artifacts seems a bit ridiculous even without the "undroppable/only usable by me" bit, though I suppose that's half the point of this thread.
Myself, I'd probably fashion it into the Fairy Armor, which would give me a usable lv2 powered-up form with lots of ATK. Maybe.
And yeah, the winner's already gonna have a shit-ton of stuff, no reason to give additional security in the "undroppable" thingy

I just really want my stomach dimension, and the prize is a good way to justify its existence... not that I'm even insured to place in this thing at all. Gal can dream...

The object is a Golden Mirror that has a black dull surface. The holder of the artifact shines the artifact towards the designated opponent and once done so the glass will shine and will envelope into a white light. The Mirror can copy and transform into any tangible object(not including Consumable Items).

That would definitely make sense, but we shouldn't have to force the winner of DA to acquire a particular power just to use an artefact he/she earned.
