			<description><![CDATA[<span style="text-decoration: underline;" class="mycode_u">Location/Role:</span> Smithy is in the stewardship/employee of the Empire.  His main workshop is located somewhere on Tier 1, although its location is private save for those with high enough clearances.  He has never appeared in public and rarely appears at any meetings save for those where his presence is requested/demanded by the Emperor.<br />

Whatever the circumstances, it is obvious that he failed or dealt with serious setbacks, and his arrival to the Omniverse followed shortly thereafter.<br />

Smithy’s arrival to the Omniverse also coincided with the appearance of various comets in several verses.  The efforts of the Dalaran Astronomers’ Guild and several independent mercenaries/adventurers has revealed that those comets were actually shooting stars.  Smithy, who found himself living in the dredges of Camelot, made the connections.  When he tried to ‘acquire’ a star piece which had fallen into the possession of the Astronomers’ Guild, he was beaten, embarrassed, and exiled from Camelot.<br />

A shrewd individual, he had been around the Omniverse long enough to understand the greater political picture.  He took his services and his knowledge to the Empire.  Believing that the stars were the same to those in his home world, he convinced the Empire of his usefulness (aside from megalomania, he is also an excellent blacksmith).  As his stock rose, he was able to further ingratiate himself, and while the Empire has not backed his efforts to have the stars hunted down and repossessed, they have not stopped Smithy from organizing his own efforts to do so using their money.<br />

In that capacity, she is a fusion of an executive and a police chief, and while she is beholden to a group of oligarchs with deep connections to the Imperial bureaucracy and the Imperial Navy, it is through Vi’s endless will and dedication to her job that keeps the city a well-oiled machine. <br />
<br />
<span style="text-decoration: underline;" class="mycode_u">History</span> – Vi came from a world of violence and wonder called Runeterra.  With a knack for mechanics, the young girl came of age in the harsh environment of Piltover, a town not unlike Costa del Sol.  When she was only six years old, Vi was taken into a criminal organization, and within five years, she was a full-fledged accomplice that reveled in the thrill and excitement.<br />
<br />
Her disposition changed one day when she was part of a raid on a mining facility.  Part of the mine collapsed, and Vi was left with the option of escaping or saving the trapped workers.  The decision she made that day put her on a vastly different track in her life.  Ripping the hands from an automated digging machine, she stitched together a device that let her wear them like gloves, and she proceeded to smash a way out for herself and the workers.<br />
<br />
After that, Vi left the crime syndicate, and while she continued to commit crimes, she only perpetrated them against other criminals, using her now hextech-infused gauntlets.  Word of her actions reached the Sheriff of Piltover, who recruited Vi as an ally rather than seek her arrest.   Vi accepted, believing that the ability to beat up criminals without having to flee the police sounded like a great idea.  The two worked together, although they didn’t have the most stable relationship (with Vi viewing the sheriff’s orders as little more than ‘instructions’).<br />
<br />
At some point, Vi was pulled into the Omniverse.  Although some disorientation remained, she soon regained her bearings, summoned her gauntlets, and headed for the first sign of civilization.  She found herself in Coruscant, and while she was a bit overwhelmed by the futuristic city, she eventually made it down to tiers that more closely resembled her home.  Once there, she established herself as a sort of community enforcer.  Crime rates in the district where Vi lived dropped from 60% to 5% in the span of a few months.<br />
<br />
The Empire took notice and offered the woman a job working for security on the top tiers, which placed Vi a few rungs under Judge Dredd.  After a short while, it became clear that the woman’s brash, smash-mouthed style didn’t blend well with the image that the Imperial forces wanted to convey.  Vi was then transferred to the Vasty Deep, where she could still do some good without causing any public relations’ nightmares.<br />
<br />
At Costa del Sol, Vi quickly blended into the more open and abrasive culture of the tropical Imperial city.  Despite having no real desire to be in charge (she just likes to beat up people, really), Vi wound up out-living or out-performing many of her superiors.  Within two years, she was the senior-most member of Costa del Sol’s police/protection force.  Her presence helped to smooth out many of the more unsavory elements of the city, and while Vi herself doesn’t buy into all of the Empire’s ideals, she plays her part to keep the city safe from criminals.  In recognition of her performance, the council of businessmen and oligarchs that dictates policy in Costa del Sol named her its ‘Enforcer,’ granting her vast executive powers.  Those who want to start trouble in the Empire’s tropical citadel will have to deal with Vi and her fists.<br />

When word of his reputation <span style="text-decoration: line-through;" class="mycode_s">and chiseled physique</span> reached Karl Jak, the greasy-haired producer thought it the perfect opportunity to fill one of the open slots in his roster and contracted Pepsiman to compete in Dante's Abyss in exchange for plastering his brand logo all over the tournament. The mascot had no idea what he was getting into, however, and his nonviolent nature made him an ill fit for the competition; he survived well into the mid-stages of it, however, thanks to a fortuitous alliance with good-natured primes Samus Aran, Harry Dresden, Mickey Mouse, and Erza Scarlet. However, even they couldn't protect him long, and eventually he was eliminated. <br />
<br />
Freed of Dante's Abyss, Pepsiman quickly made his way for more peaceful pastures. 			<description><![CDATA[Known by his true name Borsalino to his close friends, the codename 'Kizaru' is an heirloom from Borsalino's original world where he was once part of a trio of three admirals - Aokiji, the blue pheasant, Akainu, the red dog, and Kizaru, meaning yellow monkey.<br />

He can usually be found patrolling on his ship, a gargantuan vessel with a yellow fox head mounted on the prow. While it has sails, it has engines that can propel it in case of no wind. He frequently returns to Impel Down, the Empire's fortress-prison in the Deeps.<br />
<br />
<span style="text-decoration: underline;" class="mycode_u">Appearance</span>: An incredibly tall man, Borsalino stands at almost nine feet. For an admiral, he has a rather scruffy appearance, usually sporting stubble and wearing his coat like a cape rather than actually putting his arms through the sleeves. He has a communicator on his wristwatch in the form of a tiny ‘Den Den Mushi’, a species of snail that enables communication over long distances in the same manner as a telephone.<br />
<br />
<span style="text-decoration: underline;" class="mycode_u">Personality</span>: At his core, Borsalino is amoral, caring little for others and even taking enjoyment in his station as an enforcer for the Empire. He is extremely laid-back, reflected in the exaggeratedly slow and drawn-out manner of his speech. Regardless of the severity of a situation, he never loses his cool, even to the point of bemusing and annoying his inferiors. This can lapse into irresponsibility at times. For the most part, however, Borsalino is frighteningly capable. Despite his personality defects, his sheer speed and power allow him to be almost invincible against many ordinary Primes. <br />
<br />
<span style="text-decoration: underline;" class="mycode_u">Abilities</span>: Kizaru is immensely strong, fast and precise. He is also not as unintelligent as his demeanour would lend one to believe; he is able to co-ordinate the entire Imperial fleet in the Vasty Deeps. <br />
<br />
Kizaru has the power of the 'Pika-Pika No Mi', which gives him the ability to turn his entire body into light and use light as a weapon. This allows him to move incredibly fast, teleport, phase through substances and fire destructive lasers. He also has the power of 'Haki', allowing him to predict incoming attacks and hit harder than he otherwise would be able to. The combination of all these abilities make him a true monster.<br />
<br />
<span style="text-decoration: underline;" class="mycode_u">History</span>: Even in his twenties, Borsalino had already built up the reputation of being a ‘monster’ among his peers in the marines. Pirates and even crewmates frequently underestimated him due to his extremely relaxed nature. This left them completely unprepared for what he truly was.<br />
<br />
Borsalino rose through the ranks over several decades, eventually reaching the rank of Admiral in the marines of the World Government. However, immediately before the reappearance of the Straw Hat Pirates, he woke up to find himself in the Omniverse. He was completely unphazed by this and proceeded to wander the world until he was met by the Empire.<br />
<br />
Palpatine, recognising Borsalino’s ruthless inner nature and his potential as an enforcer, immediately raised him to a special rank in the city’s enforcement, a fact which greatly irked Judge Dredd. Borsalino and Dredd proceeded to butt heads on several occasions, with Borsalino’s blatant disregard for procedure being a major source of conflict. Eventually, in an arrangement which benefited both parties, Borsalino was given jurisdiction over the Vasty Deeps and full leave to enforce there as he saw fit. Kizaru oversaw the creation of Impel Down as a safe place to keep Primes that were too high-risk to keep near the city, and continues to patrol the waters for outlaws.]]></description>

<span style="text-decoration: underline;" class="mycode_u">Personality</span>: At his core, Borsalino is amoral, caring little for others and even taking enjoyment in his station as an enforcer for the Empire. He is extremely laid-back, reflected in the exaggeratedly slow and drawn-out manner of his speech. Regardless of the severity of a situation, he never loses his cool, even to the point of bemusing and annoying his inferiors. This can lapse into irresponsibility at times. For the most part, however, Borsalino is frighteningly capable. Despite his personality defects, his sheer speed and power allow him to be almost invincible against many ordinary Primes. <br />

<span style="text-decoration: underline;" class="mycode_u">Abilities</span>: Kizaru is immensely strong, fast and precise. He is also not as unintelligent as his demeanour would lend one to believe; he is able to co-ordinate the entire Imperial fleet in the Vasty Deeps. <br />

Kizaru has the power of the 'Pika-Pika No Mi', which gives him the ability to turn his entire body into light and use light as a weapon. This allows him to move incredibly fast, teleport, phase through substances and fire destructive lasers. He also has the power of 'Haki', allowing him to predict incoming attacks and hit harder than he otherwise would be able to. The combination of all these abilities make him a true monster.<br />
<br />
<span style="text-decoration: underline;" class="mycode_u">History</span>: Even in his twenties, Borsalino had already built up the reputation of being a ‘monster’ among his peers in the marines. Pirates and even crewmates frequently underestimated him due to his extremely relaxed nature. This left them completely unprepared for what he truly was.<br />

Borsalino rose through the ranks over several decades, eventually reaching the rank of Admiral in the marines of the World Government. However, immediately before the reappearance of the Straw Hat Pirates, he woke up to find himself in the Omniverse. He was completely unphazed by this and proceeded to wander the world until he was met by the Empire.<br />

Palpatine, recognising Borsalino’s ruthless inner nature and his potential as an enforcer, immediately raised him to a special rank in the city’s enforcement, a fact which greatly irked Judge Dredd. Borsalino and Dredd proceeded to butt heads on several occasions, with Borsalino’s blatant disregard for procedure being a major source of conflict. Eventually, in an arrangement which benefited both parties, Borsalino was given jurisdiction over the Vasty Deeps and full leave to enforce there as he saw fit. As he spoke of the crime and terrorism that thrived in the city’s slums, the Emperor saw that Dredd was interested for the first time.  With a grin, Palpatine lamented that oftentimes Coruscant was a place where laws were ignored.<br />

Dredd’s first words were quite simple:  “I am the law.”  A smile adorned the Emperor’s visage as he took the judge back to Coruscant.  Within a few hours, Palpatine made a public announcement that Dredd was the new leader of the city’s stormtroopers and the space marines, effectively making Dredd the overseer of Coruscant’s police force and military garrison.  On top of this, the new ‘Judge Dredd’ was invested with absolute judicial authority.  The new appointment was met with widespread discontent among the city’s poor, who were often the most prominent victims of the city’s rising drug- and gang-related crime.<br />

As the city dealt with the threat of Diablo, Judge Dredd crushed down on growing crime rates on Tiers 2 and 3.  More than Palpatine or Bradley, Dredd became the face of the all-powerful regime that ruled Coruscant.  By the time Diablo had been pacified, organized crime and major felonies had vanished from the upper four tiers of Coruscant.  In the processing of ‘improving’ Tiers 1, 2, and 3, the Empire concentrated the most vile, unstable elements of Coruscant into the lower tiers, with Tiers 5 and 6 turning into living ghettos over a few months as any citizen with the means to do so fled.<br />
<br />
While Judge Dredd desired nothing more than to purge the bottom three tiers of crime, he was held back by the Emperor, who didn’t want to risk the men and materiel to wage a violent civil war.  Instead, they allow the crime to thrive under the assumption that the turf wars, greed, and hedonism will keep the seditious elements of society in check.<br />
<br />
As time goes on, Judge Dredd continues to remain one of the more enigmatic individuals in Coruscant (and perhaps the entire Omniverse).  In Dredd’s eyes, he is doing the right thing by upholding the law, even if the laws are set down by individuals with potentially twisted morals.  At the end of his shifts, he returns to his simple apartment to sleep until the next day.  Unlike many of the other bureaucrats, there is no evidence that Dredd is a malicious or cruel-hearted man.  He is just someone who is excellent at a job.  It just so happens that his job involves lots of people, many of whom who are only guilty of opposing a cruel and heartless regime.<br />

Despite his prominence in the imperial hierarchy, Gero is the least public member of the ‘inner circle.’  He prefers to spend his time in his laboratories where he won’t be bothered by lesser minds or thugs.<br />

He had received high marks on all his coursework and tests, yet most of his professors tended to focus only on his academic qualities when reviewing him.  Gero made little friends and appears to have been somewhat reclusive.  <br />

When Gero finished his doctoral-level studies in engineering and biological engineering, he worked for a small firm before he was released for unknown reasons.  Rumors persist that several employees who were not on good terms with Gero became deathly ill.  Whatever the cause, Gero was recruited by the Red Ribbon Army within days. In his capacity, Gero served as both a researcher and an engineer, designing and overseeing the creation of many of the army’s advanced weapons.  With a college, he even managed to successfully create a synthetic human warrior.<br />
<br />
The doctor’s passion, however, was weaving together mechanical projects and analysis of biochemical processes.  In secret, he worked to design the perfect synthesis of man and machine.<br />
<br />
For years Gero toiled away for the sake of the Army and its heinous goals. One day, the commander decides to start hunting down artifacts known as ‘dragon balls,’ for their ability to grant wishes.  In the process of hunting down them down, the Red Ribbon Army crosses paths with a powerful young boy who proceeds to systematically destroy the Army, culminating in the death of most of the senior officers.<br />
<br />
Always a survivor at heart, Gero slinks away as the facility is under siege by the child.  Taking all of his years of research with him, the doctor retreats to a secret lab in the north that he had financed gradually.  For fifteen years, Doctor Gero has the freedom to experiment as he sees fit, continuing his line of androids.  At this time, he also branches out into other fields, by kidnapping a pair of orphaned twins and using them in his cybernetics trials.  He ultimately seals them away when he is unable to suppress their rebellious free will.<br />
<br />
With his eyes always on the young boy (now a grown man) who destroyed the Red Ribbon Army, Gero continues to chart the man’s phenomenal growth and that of his allies.  By harvesting their DNA over the years, he completes his masterpiece--a biological construct based on the strengths and skills of the planet’s strongest warriors.  Gero seals away the new experiment, as it will take years to properly grow.<br />
<br />
At some point before he could execute his plans, Gero fell down in his lab and woke up in the Omniverse.  He wandered to Coruscant, drawn in by the modernity and its familiarity to his own version of Earth.  Fortune favored Gero, who was one of the handful of primes to arrive in the ‘first wave’ that took place years after the arrival of the first two primes.  His genius intellect and wealth of knowledge helped him to immediately ingratiate himself with Emperor Palpatine and King Bradley.<br />
<br />
As Coruscant suffered from occasional demon raids, Gero received carte blanche to design effective counter-measures.  The doctor, now aided by the power of omnilium, designed line after line of terrifying mechs and biological agents aimed at repulsing the demons.  Beyond that, he would also requisition corpses, captured enemies, and even wounded imperial soldiers to serve as guinea pigs for new ideas.  Just as he had been fascinating with the genetic structure of his enemies, Gero was now fascinated with analyzing the DNA of the Omniverse’s myriad species and races.  It is unknown just how many prisoners or wounded soldiers wound up in Gero’s hidden labs, but none of them ever left.  When the war with Diablo ended, all the records of the operations were burnt, and any attempt to dig into the topic has become tantamount to treason in Coruscant.<br />

Rex would be allowed to run his library with him as the sole person with jurisdiction over it, but in return, Rex agreed to ensure that the library was a place ideal for the citizens of Coruscant.  He also had to agree not to carry any seditious texts, although Rex would circumvent this by having anything deemed too politically damaging classified as 'archival texts' and having the moved to the less heavily policed Tier Five.<br />

Rex is determined to ensure that any library under him is run smoothly and according to library rules. Anyone unable to abide by the rules will find his or herself removed or even barred from the library.  Rex has been known to use force if needed. As books tend to attract the attention of otherworldly denizens and all manners of evil spirits, Rex has become a formidable fighter, and he is happy to use his abilities to protect his library.<br />

There are tales among the youth of Coruscant that he even banned Judge Dredd himself from the library after a disagreement over who had the right of jurisdiction within the hallowed glass halls. Dredd, while still seething over the event, knows that Rex has the approval of the Emperor, and while the two are happy to glare daggers at each other throw the glass walls of the building, he has yet to try and enter again.<br />

One of Rex Libris’ secondaries, Ultan is an elderly, wizened man constantly wearing a grey cloak and cowl. He is a friendly man, but exceptionally eccentric. While his knowledge of all the books in the archives is incredible, with memory of minute details from every single dusty tome, he enjoys recounting trivia from the books far more than most people are able to stand. Despite all this, he is unparalleled in his ability to locate exactly the book someone is looking for.<br />
<br />
Oddly enough, Ultan is the caretaker of the archives that bear his name on Coruscant's <a href="http://omniverse-rpg.com/viewtopic.php?f=16&amp;t=47#TierFive" target="_blank" rel="noopener" class="mycode_url">Tier Five</a>.  Despite his appearence and the rare books he safeguards, there are few individuals who have attempted to rob the Archives. While the Emperor is by no means a recluse or an uncharismatic man, Bradley has a certain something about him that makes him popular with even some of the people who would prefer to see the entire administration go up in flames.  As such, Bradley is the most public, high-ranking figure in the Empire.  Only Dredd has more street time (and for completely opposite reasons).<br />

Due to his role, Bradley often makes appearances throughout the top four tiers, visiting businessmen and local politicians.  He also serves as a recruiter for both primes and powerful secondaries, and he is also the voice of the Emperor when dealing with the Kingdom.<br />
<br />

From birth, Bradley’s life was nothing but training and physical conditioning, designed to make him the perfect warrior.<br />

At the prime of his life, he was injected with an artifact known as a Philosopher's Stone.  Forged from wrathful souls, the stone transformed Bradley into a being known as a Homunculus.  In the process, the souls killed one another until only the most wrathful remained. The unique process let him pass off more so as a normal human, but he lacked the strong regenerative powers of other homunculi.<br />
<br />
Sometime in the early-1880s, Bradley enlisted into the Amestrian army as an officer.  He quickly ascended the ranks due to his brilliance and talent.  Within a few years, he was already a general with a long track record of successfully subduing Amestris’ neighbors.  As a charismatic war hero, he found himself at the center of a vast cult of personality that only served to propel him into the spotlight.<br />
<br />
In 1894, Bradley was appointed Commander-in-Chief of Amestris, placing him at the head of state and military.  Following his assumption of leadership, Bradley launched the country into a series of border skirmishes and wars with their neighbors.  While most accounts of the fighting were kept silent, stories slipped back that war crimes were quite frequent.  After seven years of fighting, the province of Ishval went into full-scale revolt after the unjust murder of a small child.  The fighting in the province was some of the worst that the Amestrian military had endured, especially as the combat moved into denser urban environments.<br />

For seven years, a back-and-forth campaign was waged in Isvhal Province.  It was then, just when he noticed the war was beginning to negatively impact his regime’s control over the rest of the country, that Bradley passed Order 3066.  Marching into Ishval, the State Alchemists massacred the population over the course of several months.  This put an end to the fighting at the cost of nearly every Isvhalian.  The wars did not end, and several more conflicts followed before Bradley was pulled into the Omniverse just as the Central City of Amestris teetered on the brink of civil war. Either way, Bradley was granted the honorific of ‘King’ and has since been firmly established as the number two man in Coruscant’s Empire.<br />

King Bradley was injured but alive, and he soon found himself surrounded by nearly a dozen well-armed men.  Footage from cell phones captured the massacre that followed as King Bradley removed his eyepatch to reveal what has since been nicknamed ‘the Ultimate Eye.’  Bradley then pulled off his coat, displaying a set of five swords across his person.  In the bloodbath that followed, King Bradley slaughtered each and every one of his attackers without suffering a single blow.  All that remained of the foolhardy separatists was a mass of severed limbs and a giant pool of blood that was left unclean by imperial decree following the attempted assassination.  While the viscera has been picked apart by scavengers, there are still bloodstains in the old meeting square.<br />

			<title><![CDATA[Emperor Palpatine]]></title>

This places him in charge of Coruscant, Costa del Sol, and Carrefore, making him the only individual to claim dominion over pieces of three verses.<br />

As time has worn on, the Emperor has made less physical appearances in the city.  His likeness, however, can still be found on everything from hologram advertising boards to statues to children’s toys. The increasingly reclusive nature of the Emperor has had the effect of making many start to worship him, expanding a precedent originally set by his elite guard of space marines, who refer to him only as their ‘God-Emperor.’  Palpatine has made no such efforts to quell such activities.<br />
<br />
It would be a rare ‘treat’ for anyone, even a prime, to have a one-on-one audience with Emperor Palpatine.  <br />
<br />
<span style="text-decoration: underline;" class="mycode_u">Story</span>: (taken from Imperial records) Sheev Palpatine was born on the planet of Naboo into an aristocratic family.  He had everything a young boy might want growing up, but his home life was tainted by a terrible relationship with his father.  He was able to attend all of the most prestigious academies and universities, but he was always kicked out for petty crimes and misdemeanors.  Each and every time he would be expelled, his father would make the accusations vanish with influence and money.  This taught the young Sheev that money and influence could make anything possible, which was a lesson he would never forget.  <br />
<br />
At a young age, Sheev became fascinated with collecting ‘Sith’ artifacts.  These were old relics and histories of an extinct order of Jedi who had been outcast for their unorthodox beliefs.  His fondness for these relics would lead him to idealize the sacrifices of the long-dead freedom fighters, who were ostracized for having beliefs outside the accepted canon of the Jedi Order.  Outside of his collecting,, Palpatine and his father shared only their love for podracing.  Palpatine would use his father’s money and influence to compete in races and get access to the fastest, most advanced racers.  <br />
<br />
As a teenager, Palpatine studied at Theed University and was part of its Legislative Youth Program. Because of his father’s status, Palpatine made a lot of high-profile contacts, but he secretly opposed the conservative views of his father and Naboo’s isolationist government.  In the process of undermining the current administration, Palpatine sold dirty secrets of the current rich houses (including his own).  This covert work he did drew the attention of Hego Damask, a Muun businessman and a financier for some of the galaxies largest business conglomerates.  Damask supported a pro-Republic monarchy on Naboo and had visited the planet to support his candidate.<br />
<br />
The two met one day outside Theed University, and after much discussion, Palpatine joined Damask’s political and business endeavors.  When Palpatine’s father learned, he immediately set out to undermine his son’s future.  The family ventured out on a yacht, where Sheev’s father stated he planned to send his son away to an isolated part of the planet to finish his schooling.  Seeing that his father planned to neuter his career, Palpatine objected, and the argument became heated.  It was then that the father revealed to his son that he had wanted him killed from birth.<br />
<br />
Sensing that he was in danger, Palpatine was forced to retaliate.  In the process, he tapped into the Force and used its awesome might to destroy his family.  It was only in the aftermath of this incident that Damask revealed that he was a member of a Jedi order that was long considered extinct, the Sith.  After covering up the evidence of his family’s death, Damask offered Palpatine entry into the Sith Order, which the young man wholeheartedly accepted.<br />
<br />
Palpatine was taken the desolate world of Mygeeto, where he valiantly endured trials of hunger, mind games, and exposure to harsh environments without any chance for sleep.  Palpatine passed all trials and was accepted as a student under Damask, giving the young man access to centuries of lost history and information. In the public sphere, Palpatine went through the mandated public service and proceeded to stay in public service beyond the normally accepted age.  He entered local politics and worked his way from the bottom upward.  <br />
<br />
After a five-year stint in the Apprentice Legislator program, he was appointed Ambassador in the retinue of the Naboo Senator (Palpatine’s earlier efforts had led to Naboo electing a monarch who motioned to join the Galactic Republic).  Palpatine lost more elections than he won in his early political career, missing out on a string of political appointments. He elected to keep a low profile so as to not undermine his teacher, and to allow him to discreetly disappear from the radar in order to focus on his Sith training on harsh worlds and to meet with Damask on remote planets where they did not have to risk being seen together by beings from the political sphere.<br />

Around the time of his thirtieth birthday, Palpatine and his teacher were beginning to note how the galaxy was changing.  There was growing discontent with the Republic in the fringe worlds, and even many citizens of Republican core worlds were beginning to show their unrest and lack of happiness with the current government.  Palpatine and Damask saw that these people yearned for a more centralized government led by a noble autocrat, and to that end, the pair sought to save the galaxy.<br />

Following the heart-breaking assassination of Naboo’s Senator, Palpatine stood for election and won. The young man went to Coruscant, the center of the Galactic Republic.  By the time Palpatine stepped onto the Senate floor for the first time, he already knew that the prominent power-brokers in the Senate looked down their noses at the more provincial delegates, expecting little to nothing of importance from them. He knew that he, too, was lumped in with the other hopefuls from Rimward worlds, those who, having never ventured far from their homeworlds before, would in short order be overwhelmed by Coruscanti politics. <br />
<br />
Rather than do anything to prove the elites wrong, Palpatine encouraged them to keep thinking this way. Again, he failed to take advantage of opportunities that could have landed him on important advisory boards and powerful committees, and unless pressed, he never shared his observations with his colleagues.  Instead, he purposely sought to keep his advancement slow, knowing that the more he did so, the more harmless he seemed to potential rivals. The performance evidently worked; the powerful Senators, wrapped up in their own petty power struggles, initially laughed at the small and quiet provincial, and otherwise paid him no mind.<br />

Palpatine surprised everyone as he became increasingly popular. He wrote extensively, his notes on power became popular texts among political and military science students. Soon, his theories became well known enough for them to be taught at leading universities throughout the galaxy. Despite this growing influence, Palpatine remained unassuming, and would spend many hours alone reflecting in his modest, yet well-appointed quarters. People remarked on how he remained a private man, rarely attending social functions, devoting all his time to his work. <br />

For some twenty years, Sheev Palpatine served as a noble follower of the Senate and the Galactic Republic.  Unfortunately, a crisis emerged when his home planet of Naboo was blockaded by the Trade Federation.  The Senate, under the leadership of Chancellor Valorum, did nothing but debate politics and ethics while the people of Naboo starved.  When the situation worsened into an invasion of Naboo, Palpatine orchestrated the rescue of the planet’s young and beautiful queen.  With her help, he initiated a vote of no confidence to remove Chancellor Valorum from power.<br />

The removal of the inept chancellor and his government led to a new election, and Senator Palpatine was put forward as a compromise candidate.  He won in a landslide following the sudden death of a small number of senators who had previously vowed to oppose elections.  His first acts were to send the queen and some noble jedi warriors back to Naboo to liberate the planet. <br />

Unfortunately it was during this exciting month that tragedy struck.  Just like his father before him, Chancellor-Elect Palpatine had learned that his teacher intended to use him for his own ends.  Gathering up his courage, Palpatine confronted his former teacher, and after being attacked, Sheev struck back and slew his teacher.  Despite his sadness, Palpatine had to press on, especially as new threats plagued the galaxy.<br />

A ruler in his home world, the two bonded over their loses and traveled out into the Omniverse, somewhat eager to unravel the secrets of this new world.  They would journey together for a period of time that is lost to history before an unknown event caused them to go their separate ways.  Palpatine claims that he drove out Aragorn because the younger man had designs on ultimate power.<br />

Having seen before the threats faced by a Republic in a state of perpetual war, Palpatine assumed the mantle of 'Emperor' to ensure that there was a powerful ruler to guide the city through the chaotic daily life of the Omniverse.  The council that had existed before remained, but all of the true power was vested in Palpatine.<br />

It was around this time that the demon Diablo first began to send out raiding parties from the Underverse.  The first several of these guerilla attacks resulted in horrendous losses for Coruscant, leading Emperor Palpatine to petition for the creation of a defense force for Coruscant, the stormtroopers.  Around the same time, new primes started to arrive in the Omniverse, and Palpatine made personal visits to the Fountain of Infinity to recruit these individuals.<br />

Just like Minas Tirith, Coruscant experienced even more prosperity with the arrival of additional primes.  A third and fourth tier were established, and outposts were established in the Vasty Deep and the Endless Dunes.  The Dunes in particular became quite popular due to the enormous supply of raw materials that lie beneath the savanna, leading to an increasing degree of industrialization in a short span.<br />
<br />
As the demon raids gradually became armies, Emperor Palpatine was forced into a precarious situation.  Debates with the council were becoming increasingly wasteful, as the individuals could not come to a consensus on anything, even as demons attacked Coruscant itself.  This resulted in Coruscant being savagely assaulted by the forces of Diablo.  It would be days before all of the demons and undead were purged from the city.  In the aftermath, Palpatine blamed traitors, and from that day forth, there would be strict limitations on freedom of expression in Coruscnt.<br />
<br />
Despite the set back, Palpatine resumed the steady militarization of Coruscant.  The city went on to flourish in the wake of the disaster, with the seventh tier being almost wholly dedicated to the manufacture of war machines.  In the process, however, the Endless Dunes were almost entirely deprived of natural resources, and even before the banishing of Diablo, the Empire was withdrawing from almost the entire verse.  Military service became compulsory for citizens of Coruscant, and an elite guard of space marines was created for the protection of the Emperor.<br />
<br />
Even with Diablo sealed in the Underverse, Emperor Palpatine maintained all the laws about censorship.  He has continued a campaign against the Kingdom, although there have been no large-scale battles between the two powers.  Despite his best efforts to be a fair and impartial ruler, many citizens of Coruscant are ignorant of the cost for safety and security.  Fortunately for the Empire, Judge Dredd played a key role in forcing these vile terrorists and villains into the lower tiers, where they tend to attack one another and bicker like urban gangs.  <br />
<br />
Even so, the lower tiers remain a constant hotbed of disloyal and foolhardy terrorists who fail to see the importance of a strong central government.  Despite their protests, Emperor Palpatine, as the strongest prime in the Omniverse, has made no overtures to indicate that he will give into their vile demands for democracy or unregulated freedom of speech.<br />

His likeness, however, can still be found on everything from hologram advertising boards to statues to children’s toys. The increasingly reclusive nature of the Emperor has had the effect of making many start to worship him, expanding a precedent originally set by his elite guard of space marines, who refer to him only as their ‘God-Emperor.’  Palpatine has made no such efforts to quell such activities.<br />
<br />
It would be a rare ‘treat’ for anyone, even a prime, to have a one-on-one audience with Emperor Palpatine.  <br />

<span style="text-decoration: underline;" class="mycode_u">Story</span>: (taken from Imperial records) Sheev Palpatine was born on the planet of Naboo into an aristocratic family.  He had everything a young boy might want growing up, but his home life was tainted by a terrible relationship with his father.  He was able to attend all of the most prestigious academies and universities, but he was always kicked out for petty crimes and misdemeanors.  Each and every time he would be expelled, his father would make the accusations vanish with influence and money.  This taught the young Sheev that money and influence could make anything possible, which was a lesson he would never forget.  <br />
<br />
At a young age, Sheev became fascinated with collecting ‘Sith’ artifacts.  These were old relics and histories of an extinct order of Jedi who had been outcast for their unorthodox beliefs.  His fondness for these relics would lead him to idealize the sacrifices of the long-dead freedom fighters, who were ostracized for having beliefs outside the accepted canon of the Jedi Order.  Outside of his collecting,, Palpatine and his father shared only their love for podracing.  Palpatine would use his father’s money and influence to compete in races and get access to the fastest, most advanced racers.  <br />
<br />
As a teenager, Palpatine studied at Theed University and was part of its Legislative Youth Program. Because of his father’s status, Palpatine made a lot of high-profile contacts, but he secretly opposed the conservative views of his father and Naboo’s isolationist government.  In the process of undermining the current administration, Palpatine sold dirty secrets of the current rich houses (including his own).  This covert work he did drew the attention of Hego Damask, a Muun businessman and a financier for some of the galaxies largest business conglomerates.  Damask supported a pro-Republic monarchy on Naboo and had visited the planet to support his candidate.<br />
<br />
The two met one day outside Theed University, and after much discussion, Palpatine joined Damask’s political and business endeavors.  When Palpatine’s father learned, he immediately set out to undermine his son’s future.  The family ventured out on a yacht, where Sheev’s father stated he planned to send his son away to an isolated part of the planet to finish his schooling.  Seeing that his father planned to neuter his career, Palpatine objected, and the argument became heated.  It was then that the father revealed to his son that he had wanted him killed from birth.<br />

Sensing that he was in danger, Palpatine was forced to retaliate.  In the process, he tapped into the Force and used its awesome might to destroy his family.  It was only in the aftermath of this incident that Damask revealed that he was a member of a Jedi order that was long considered extinct, the Sith.  After covering up the evidence of his family’s death, Damask offered Palpatine entry into the Sith Order, which the young man wholeheartedly accepted.<br />
