just make a thread asking for people to join, or if there's anyone specifically you want to role-play with, message them over these forums and plot with them

What Jon said. Also if there are things you want to discuss once you've established a group that you wish to remain secret, you can PM one another and even include multiple people in the same PM. Feel free to use the Omniverse Discussion as you desire for plot progression/planning.

I have one other question. I remember seeing this somewhere before, but I can't seem to find it again, but I can't remember whether it said that the RP was Frozen Time or Liquid Time. Which one is it?

You cannot be in multiple places at any one time if that's what you are asking. If you want to jump ship on your current thread/verse and join another player's thread/verse you must first explain how and when you left/arrived.
