Character history: He has one. It is long and complicated (despite his actual age), involving people haunting him with the intention of causing murder or suicide. You know how that goes. He's traveled over a series of planes of existence with the hope of learning how to never die, ever. He doesn't like to talk about certain times in his life due ot the traumaticish nature they possess, and the memory of certain events still haunt him.
Vaguest shit ever, I know right? That's his story and it's intentionally short.
To make a long story short however, he was hounded from the ages of 22-25 by psions who were trying to prey upon the weak and pick him off as a lesser being. He survived, gaining psionic strength by opening his mind to new possibilities and managed to make his way to the Omniverse once he returned home for the last time (from a hospital visit. ask him about it).

Undersiej is a young, attractive, brown-skinned man.

-Facial Hair: A light smattering of hair lies on either cheek. Has a thick moustache and goatee combo.
-Tattoos: Left Pec (Otoko, a symbol meaning man but also slang for Gay), Right Pec (Lower-case Lambda [Here])
-Scars: 3 light slash marks on left wrist (not deep enough to be suicide attempts), a horizontal burn mark across both undersides of forearms, a vertical V on right calf.

-The character has rhythm, dancing is so natural that they automatically have the dancing skill at 80% and can easily become the centre of attention on any dance floor, they also have a natural grace about any physical actions, even walking.
Undersiej is lightly hairier than most black men, having even chest and butt-crack hair. His eyes vary in appearance depending on his current demeanor and are typically slitted when thinking. CJ's hair is styled as Freeform Draids reaching his shoulder all around his head, the tips dripping ethereal water that dries instantly. This water comes from having drank a vitality drought (a drought that gives the drinker an extended youth), and gives his face the look of someone only in their early twenties. His ebony skin is home to few blemishes. He is known to morph his features occasionally with mood or necessity.

Okay welcome to the site. Just a few things that need fixing/clarification.
First, I get it may be just a fluff thing, but 'freezing' anything can be abused rather easily as it is essentially a stun/debuff. I'll have to say if you want to be able to freeze something with a touch, you need a Move for it at least and furthermore, the Debuff Proficiency if you want to use it in competitive play against other Prime PC's. Walking silently...yeah it's not the same as being invisible, but it could be seen as an application of Stealth which you would need to be, well, stealthy. Anyways, my point is if there is any special features about him that give him any specific advantage they need to be applications of Powers you have purchased/Proficiencies, and Moves in their own right.
It's like this Powers/Profs give you access to some inherent abilities, but Moves are specific applications therein. For example, you have the Ranged Proficiency that allows you to make Ranged Moves. That by itself wouldn't let you hurl a fireball at an opponent without having a Move that does that.
Hopefully that makes sense. It's fine to start with no Moves of course; I am just making sure you understand the concepts. So, yeah just fix up those couple things and I'll approve you.

He only freezes water, it is just a rp quirk. Same with the stealth steps but ill remove that sonce i see your point.
I figured id lay the foundation for powers down first and then work on moves after powers. Wouldn't the powers still be represented even if you don't have a move? Like using his acrobatic power to dodge for example?

Some yes. Like Acrobatics. Unless there are some complex applications you wouldn't need a move to say do a back flip if you have the power. However like the example I mentioned there are a lot of instances where Moves would be required. Anyways, I'm still a bit hesitant on the whole freezing touch thing. I still say you need a Move for it even if it is only Water. So up to you whether not you want to start with it, or get it later.
