How does one synch someone to their Vita Compass? It states that you have to have met someone for it to work, so what constitutes 'meeting' someone? Physical interaction? Conversation?

So if I've met someone and then I buy a Vita Compass, can I add them to it? Or is it like a scanner thing where I'd have to go find them again and synch/add them?
I swear I'm not trying to be lazy... just wanted to get all the logistics.
