I have personal experience with this, and I can say the answer is yes. My Leonard Snart came from the very first run of the Flash. Asked for permission, it came out as a "yes you can do that."

Gotta throw an asterisk on this. The secondary would have to be from the same canon as your character unless they're OC. Groth's just happened to work out that both characters were DC, so it was fine.
